The Charter Review Ad-Hoc Committee recommends that the City council adopt a Resolution to maintain the current 15 member commission make up, extend the commission’s current term to end June 30, 2016, immediately appoint three new members to the commission to fill existing vacancies and allow the newly elected/appointed Councilmembers to retain or replace existing commission members with a citizen of their choice.

Summary

 

On March 12, 2015 the Charter Review Ad-Hoc Committee considered a request proposed from the Charter Review Advisory Commission to maintain the current 15 member commission make up, extend their terms until June 30, 2016, and to fill the three current vacancies as soon as possible.  The Charter Review Ad-Hoc Committee amended the request from the Commission to allow newly elected and/or appointed Councilmembers to replace existing members with a citizen of their choice.

 

 

DISCUSSION

 

Background

 

At their January 28, 2015 meeting, the Charter Review Advisory Commission discussed the Commission make up and status of three vacant seats on the Commission.  It was the consensus of the Commission to forward a recommendation to the City Council, urging the Council to maintain the current 15 member commission membership, extend the current term until June 30, 2016, and to fill the three current vacancies as soon as possible.  The three former members of the Commission were all appointed by the Mayor and were a part of the original nine members of the Mayor’s Task Force.  Subsequently, the Council revisited the function of the Task Force and created the Charter Review Advisory Commission.

 

The 15 member Charter Review Advisory Commission (CRAC) was established by Council resolution 2013-06-11-1502-02 combining nine members of the Mayor’s original task force with six additional appointments, one appointee being selected by each of the six Councilmembers.  Commissioners Seligman, Dougherty and Brown were among the members of the Mayor’s original task force.  Commissioner Dougherty resigned from the Commission on June 23, 2014, Commissioner Seligman resigned from the Commission on June 25, 2014, and most recently Commissioner Brown resigned February 3, 2015.

 

Present Situation

 

As noted above, at the regular CRAC meeting of January 28, 2015 the Commission passed a motion recommending that the City Council maintain the Commission membership at fifteen, allowing the Mayor to appoint three applicants.  They also recommended extending their current term which is due to expire June 11, 2015 until June 30, 2016 to allow them the opportunity to complete the work they are addressing for placement on the November 2016 General Election Ballot.

 

All current applications (attached) were forwarded to the Mayor for consideration and he is recommending the following applicants be appointed to serve on CRAC beginning upon appointment:

 

Aaron Edwards

Amritpal (Rick) Grewal

Motecuzoma Sanchez

 

The recommendation of the CRAC was forwarded to the Council Charter Review Ad-Hoc-Committee (Ad-Hoc Committee) for consideration.  At the March 12, 2015 meeting of the Ad-Hoc Committee, the Committee agreed with the recommendation of the CRAC with one additional amendment.  The Ad-Hoc Committee amended the request of the CRAC to also allow newly elected and/or appointed Councilmembers to retain or replace existing members of the Commission  who were originally appointed by each Councilmember with a citizen of their own choice.

 

The Charter Review Ad-Hoc Committee approved this recommendation by vote and is forwarding it to the full City Council for approval.

 

 

FINANCIAL SUMMARY

 

There is no financial impact to the City for the actions being presented for adoption this evening.
