Recommendation

This item is for information and discussion only and no action is recommended at this time.  The Salary Setting Commission shall review and discuss the contents of this report and shall formulate a recommendation for the Mayor and Council members for the 2 year period commencing July 1, 2015.  Staff will then prepare the appropriate Staff Report and documents consistent with this recommendation.

Background

On January 29, 2015, the Salary Setting Convened for its first meeting of 2015.  At that meeting the Commission directed City Human Resources (HR) Staff to prepare a salary study for the Mayor and Council members and report back to the Commission at its next meeting.   The next meeting was held on February 10th, and HR Staff presented a salary study for the Mayor and Council members using the same comparable agencies as the City uses for all personnel in the City.  After review of the material presented by HR Staff, the Commission requested further information.  That additional information was provided at the Public Hearing scheduled for February 18, 2015.

 

Discussion

During the Public Hearing held on February 18, 2015, the Mayor presented further compensation survey information (see Attachment A).  Following that meeting Chair Lima asked for information the average City of Stockton Employee change in salary over the last 10 years has been.  In response, Attachment B is a Declaration by Ann Goodrich and this declaration was used as an exhibit that the City presented to the Bankruptcy Court in 2012 as part of the City’s Bankruptcy filing.  This attachment shows the compensation changes either negotiated or imposed on employees and what year the compensation impact was suffered.   Attachment C is also an Exhibit that was presented to the Bankruptcy court and it illustrates the summary impact of a paycheck for each bargaining group and the unrepresented employees showing the percentage of change in the pay from before and during bankruptcy.  Of note, as of today furloughs have ceased but no other compensation and benefit reductions that are reflected in these attachments have been “restored.”

 

Subsequently, Commission McGaughey asked for CPI information.  Attachment D is a CPI and Cost of Living Adjustment (COLA) history spreadsheet of changes through the years.

 

Summary

This item is for information and discussion only and no action is recommended at this time.  As stated above, the Salary Setting Commission shall review and discuss the contents of this report.  The Commission may propose a recommendation for the salaries of the Councilmembers and Mayor at this meeting, and direct staff to prepare a Staff Report of that recommendation for the Commission’s concurrence at the next meeting.
