APPROVE MOTION TO AWARD A SERVICE CONTRACT FOR PARKS PEST CONTROL (CITYWIDE)

RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.
2. Award a three-year Service Contract, in the amount of $224,946, to California Professional Pest Control, Inc. dba California Pest Control of Stockton, CA, for Parks Pest Control, Project No. OM-26-033.
3. Authorize the City Manager to execute up to two optional one-year extensions to this Service Contract, at an annual cost of $77,231.46, for a cumulative contract total amount of $379,408.92.
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary
Public Works is responsible for the maintenance of 66 parks, of which 29 receive professional pest control services. Due to the number of parks and the technical training to perform pest management services, the City contracts for regular inspection and mitigation efforts to provide an environment that is free from all pests around the park’s facilities interiors and exterior perimeters. The Parks Pest Control project will provide the necessary services to manage, control, and prevent pest infestations in City parks, ensuring safe, well-maintained park facilities for public use.
On March 3, 2026, the City advertised a Request for Proposals (RFP) for the Parks Pest Control, Project No. OM-26-033. On March 25, 2026, two firms submitted proposals for this project. The Selection Committee evaluated the proposals and found California Professional Pest Control, Inc. dba California Pest Control (California Pest Control) of Stockton, CA, to be the most qualified and highest ranked firm.
It is recommended that Council approve a motion authorizing the City Manager to execute a three-year Service Contract, in the amount of $224,946, with California Pest Control for Parks Pest Control, Project No. OM-26-033 (Attachment A). This Service Contract includes renewal options for up to two one-year extensions, with a three percent increase to $77,231.46 each year, for a cumulative contract total amount of $379,408.92.
DISCUSSION
Background
Public Works is responsible for the maintenance of 66 parks, of which 29 receive professional pest control services. Due to the number of parks and the technical training to perform pest management services, the City contracts for regular inspection and mitigation efforts to provide an environment that is free from all pests around the park’s facilities interiors and exterior perimeters. The Parks Pest Control project will provide the necessary services to manage, control, and prevent pest infestations in City parks, ensuring safe, well-maintained park facilities for public use. The current contract with California Pest Control to provide these services will expire on June 30, 2026.
Present Situation
On March 3, 2026, the City advertised an RFP for Parks Pest Control, Project No. OM-26-033. On March 25, 2026, two proposals were received from the following firms:
• California Pest Control (Stockton, CA)
• Area Wide Exterminators, Inc. (Stockton, CA)
A Selection Committee evaluated and ranked all proposals based on each firm’s experience with similar kinds of work, quality of work, qualifications of staff, references, and cost. California Pest Control received the highest ranking, based on the noted criteria, and was determined to be the most qualified firm for this project.
It is recommended that Council approve a motion authorizing the City Manager to execute a three-year Service Contract, in the amount of $224,946, with California Pest Control for Parks Pest Control, Project No. OM-26-033 (Attachment A). Findings
Pursuant to Stockton Municipal Code (SMC) section 3.68.070, Council may approve findings which support an exception to the competitive bidding process. These findings include:
1. The City does not have staffing available to perform professional pest control services.
2. Use of the RFP process is appropriate for this Service Contract because it relies on the evaluation of professional qualifications and performance as the basis for the selection of a vendor. Use of the criteria helps ensure selection of a vendor that will provide professional, responsive, and timely service, which is in the public interest.
3. The negotiated contract contains an Integrated Pest Management (IPM) provision. This requires the contractor to have an IPM policy and to comply with reporting requirements to the City, which is also in the public interest.
4. The City negotiated a contract following the solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.
FINANCIAL SUMMARY
There are sufficient funds available in the Landscape Maintenance District and Public Works Parks General Fund Operating Budgets to award a Service Contract, in the amount of $224,946, to California Pest Control for Parks Pest Control, Project No. OM-26-033.
