APPROVE A CONTRACT WITH ALPINE HELICOPTER SERVICE, INC. OF WOODBRIDGE, FOR HELICOPTER AERIAL SPRAYING SERVICES FOR MOSQUITO AND VECTOR CONTROL AT THE REGIONAL WASTEWATER CONTROL FACILITY

RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Approve the Specifications and Addenda for Mosquito and Vector Control at the Regional Wastewater Control Facility (PUR 20-008), and
2. Authorize a five-year contract with Alpine Helicopter Service, Inc. of Woodbridge for Helicopter Aerial Spraying Services for Mosquito and Vector Control at the Regional Wastewater Control Facility, for a total not-to-exceed contract amount of $363,000.
It is also recommended that the motion authorize the City Manager to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary
The Stockton Municipal Utilities Department (MUD) manages, operates, and maintains the Stockton Regional Wastewater Control Facility, which includes over 585 acres of ponds and constructed wetlands. The San Joaquin County Vector Control (SJCVC) requires periodic spraying of these treatment ponds and wetlands for control of mosquito and midge fly populations (vectors). Mosquito populations in the area have historically tested positive for West Nile Virus and Zika. The SJCVC determines the frequency of application and the type of chemicals used based on mosquito population counts.
If approved by Council, this action will authorize a contract (Attachment A) for aerial application of chemicals at the ponds and wetlands as determined by the SJCVC. The proposed contract is for a five (5) year term.
DISCUSSION
Background
The MUD manages, operates, and maintains the Stockton Regional Wastewater Control Facility (RWCF). The RWCF is comprised of several treatment processes, including over 585 acres of ponds and constructed wetlands located on the west side of the San Joaquin River. The San Joaquin County Vector Control (SJCVC) requires periodic spraying of the RWCF treatment ponds and wetlands for control of mosquito and midge fly populations (vectors). The SJCVC also determines the frequency and type of chemicals necessary for vector control based on mosquito population testing and counts.
The respondents were made aware of the requirement for a rotary-wing aerial application of insecticide and the requirement they furnish aircraft, aerial spraying equipment, pilot, all other labor, fuel, staging, and any other expendable items required to begin, perform, and complete the aerial services of the contract. The adulticide and/or larvicide will be provided by the MUD. Rotary-wing aircraft limit overspray and draft dispersion while allowing for direct application in the ponds and wetlands.
Present Situation
An Invitation to Bid was publicly advertised on June 20, 2020, in the Legal Notice Section of The Record and on the City’s Bid Flash webpage. Additionally, the bid specifications were sent to prospective bidders through the AskStockton website.
All responsive bidders were required to hold all appropriate licenses required for operation of a rotary wing aircraft (helicopter) and a California Pest Control Operator’s license.
On Thursday, July 16, 2020, one sealed bid was received with the following results:

The bid allows for a maximum 3 percent increase for each succeeding year after the second year, provided there is evidence of a cost increase and by what amount costs have increased.
The bid submitted by Alpine Helicopter is regular in all respects, meets the City’s requirements, includes proper licensing (Attachment B), and is recommended by staff. Historically, the cost for these services has ranged from $1,400 to $1,550 per hour. Therefore, the cost bid by Alpine Helicopter is reasonable.
FINANCIAL SUMMARY
The estimated first year annual cost of the contract is $70,000. The Fiscal Year 2020-21 Annual Budget includes sufficient appropriation in the Municipal Wastewater Utility, Treatment Plants division (account 431-4331-574) to cover the first year of the contract. Costs for the subsequent years will be budgeted in the same account and subject to Council approval during the annual budget development process. The total not-to-exceed cost of this contract for the five years is set at $363,000.
There is no impact to the General Fund, or any other restricted fund, from this action.
