RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Authorize the City Manager’s to apply on behalf of the University of the Pacific’s application to Representative Josh Harder for the FY27 Community Project Funding (CPF) for a medical school in the City of Stockton; and:

 

2.                     Approve the City of Stockton to serve as the University of the Pacific’s fiscal agent for its Community Project Funding, should the funding request be appropriated; and:

 

3.                     Authorize the City Manager to take all necessary and appropriate actions to carry out the purpose and intent of the resolution.

Summary

 

The University of the Pacific (UOP) desires to apply for the FY27 Community Project Funding (CPF) from Representative Josh Harder for a medical school in the City of Stockton.  The applicant must be a State, Local, or Tribal Government, Publicly Owned Entity or Non-Profit Entity with a Quasi-Government Purpose.  Therefore, President Christopher Callahan of the University of Pacific is requesting that the City of Stockton serve as the applicant on its behalf.

 

DISCUSSION

 

Present Situation

 

On March 5, 2026, City Manager Johnny Ford received a letter from President Christopher Callahan of the University of the Pacific requesting that the City of Stockton partner with them to submit a funding proposal to Representative Josh Harder (Attachment A). 

 

A medical school in the City of Stockton would transform the regional health landscape by addressing urgent physician and equity gaps, expanding access to healthcare, and sustaining local educational and workforce opportunities through Stockton’s health care provider pipeline.

 

 

 

The University of the Pacific completed the application (attached as Exhibit 1 to Resolution) requesting federal funding from the FY 27 Community Project Funding under the following appropriation bills:

 

a.                     Labor, Health, and Human Services, Education, and Related Agencies (LHHS)

b.                     Department of Health and Human Services (HHS)

c.                     Health Resources and Services Administration (HRSA)

 

The University of the Pacific is requesting $7,000,000 in FY 27 Community Project Funding for equipment purchases vital to launching the School of Medicine.

 

The total project cost is estimated at $150 million.  This includes $85 million in capital costs for facility construction, technology, and equipment, and $65 million in operating costs over the first 10 years.  The University of the Pacific will invest $50 million in the project, has secured $20 million in private donor commitments, and will raise the remaining funds through philanthropic support from individuals and private foundations, as well as corporate partnerships.
