ELECTION OF PLANNING COMMISSION VICE-CHAIRPERSON

RECOMMENDATION
Staff recommends that the Planning Commission elect a new Vice-Chairperson to serve the remainder of the current 12-month term, beginning December 12, 2025, and ending on February 26, 2026, in accordance with Standards and Policies No. 1 - Procedural Rules for Conducting Planning Commission Meetings.

Summary
Due to the resignation of William Muetzenberg, effective December 12, 2025, the Planning Commission will not have an elected Vice-Chairperson. In accordance with Standards and Policies No. 1 - Procedural Rules for Conducting Planning Commission Meetings, Section 1 (“Officers”), the Vice-Chairperson is a required position. The Vice-Chairperson shall be elected from the membership of the Commission by all of its members. The Commission is now asked to elect a new Vice-Chairperson to serve for the duration of the remaining 12-month term, beginning December 12, 2025, and ending February 26, 2026.
DISCUSSION
Pursuant to the Procedural Rules, Section 1, the Planning Commission shall have the following officers: a Chairperson, Vice-Chairperson, and Secretary (Attachment A- Standards and Policies No 1 - Procedural Rules). The current Officers were elected on February 13, 2025, each for a 12-month term. The current Vice-Chairperson, William Mutzenberg, is resigning from the Commission effective December 12, 2025. To prevent a vacancy from occurring, the Commission must elect a new Vice-Chairperson to serve the remainder of the current term, beginning when the current Vice-Chairperson Muetzenberg’s resignation is effective, December 12, 2025, and ending February 26, 2026.
The following process is used to elect the officers:
1. A motion is made by a Commissioner to nominate an individual for the position.
2. The motion requires a second.
3. A vote of the entire Planning Commission, including the nominee, is taken.
4. The results of the vote will be announced.
Though nominations of more senior Commissioners are common, there is no tenure or experience requirement for a Planning Commissioner to serve in the Vice-Chairperson position.
