RECOMMENDATION
It is recommended that the City Council approve a motion to authorize Contract Change Order No. 2, in the amount of $114,888.00, with Kyra Emanuels Ross (formerly Emanuels Jones & Associates), for State Legislative Consulting and Advocacy Services.
It is also recommended that the City Manager, or designee, be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary
On December 7, 2021, by Motion 2021-12-07-1201, the Stockton City Council awarded a three-year Professional Services Contract, in the amount of $315,900.00, to Emanuels Jones and Associates, of Sacramento, CA for State Legislative Consulting and Advocacy Services.
To date, the City Manager has administratively approved one Contract Change Order (CCO) under this contract. On January 1, 2025, CCO No. 1 was approved, exercising the option to extend the contract term for one year through a written amendment executed by both parties. The term of CCO No. 1 is January 1, 2025 - December 31, 2025, and the annual rate of $111,540 is covered under the compensation provision of the original contract allowing for negotiation based on the local Consumer Price Index (CPI).
Council approval is required for CCO No. 2, in the amount of $114,888. Council approval is required as the cumulative amount of CCO Nos. 1 and 2 will exceed the administrative change order authority allowed under the existing contract.
It is recommended that Council approve a motion to authorize CCO No. 2, in the amount of $114,888.00, with Kyra Emanuels Ross, for State Legislative Consulting and Advocacy Services (Attachment A). The annual rate for CCO No. 2 includes quarterly registration and filing fees of $75 with the Fair Political Practices Commission (FPPC), as mandated by the Lobbying Disclosure Act. The revised contract amount will be $542,328.
DISCUSSION
Background
Maintaining a strong presence in Sacramento and Washington, DC is important to the City of Stockton to ensure that we receive funding, advance beneficial legislation and prevent adverse legislation or rulemaking. This is most effectively done through the use of professional consulting services to represent the City in carrying out its Legislative Program and advocating its public policy positions, concerns, needs, and recommendations at the federal and state levels.
On December 7, 2021, by Motion 2021-12-07-1201, Council awarded a three-year Professional Services Contract, in the amount of $315,900.00, to Emanuels Jones and Associates, of Sacramento, CA for State Legislative Consulting and Advocacy Services. The Professional Services Contract allowed for two optional one-year extensions.
On November 24, 2024, CCO No. 1, in the amount of $111,540.00, was approved under the administrative change order authority allowed under the existing contract.
Present Situation
Council approval is required for CCO No. 2, in the amount of $114,888. Council approval is required as the cumulative amount of CCO Nos. 1 and 2 will exceed the administrative change order authority allowed under the existing contract. The final extension option, for the term of January 1 - December 31, 2026, has been negotiated with a modest increase based on the local CPI.

FINANCIAL SUMMARY
The contract for State Legislative Consulting and Advocacy Services is encumbered on a fiscal year basis. Funding for this Professional Services Contract is allocated through the Fiscal Year 2025-26 Non-Departmental Special Services account.
