RECOMMENDATION
It is recommended that the City Council approve a motion to award a five-year goods and services contract to Valley Landscaping & Maintenance, Inc. of Lodi, CA, in the amount of $104,700 for landscape services at the Delta Water Treatment Plant.
It is further recommended that the City Manager be authorized to take appropriate actions to carry out the purpose and intent of this motion.

Summary
If approved, this action will authorize the City Manager to enter a five (5) year contract with Valley Landscaping & Maintenance, Inc., of Lodi, in the amount of $20,940 per year for landscape services at the Delta Water Treatment Plant site. The plant site includes a wide variety of unique landscape elements including a water conservation demonstration garden that have specific maintenance requirements.
DISCUSSION
Background
The Delta Water Supply Project Water Treatment Plant site requires a landscape service to tend to the varied landscape elements that contributed to the facility earning a Leadership in Energy and Environmental Design (LEED) Gold Standard. The landscape treatment is maintained in an attractive and clean appearance that complements the surrounding area and its natural features.
Valley Landscape and Maintenance, Inc., has been under contract with the City of Stockton for landscape services at the Delta Water Treatment Plant since August 14, 2013, is familiar with the specific planting maintenance requirements, and has performed satisfactorily throughout the duration of the contract.
Present Situation
On April 15, 2017, the Municipal Utilities Department posted an invitation to bid in the Stockton Record (PUR 17-006) for the landscape services for the Delta Water Treatment Plant. In addition, the invitation to bid was posted on the City’s Bid Flash page at www.stocktongov.ca <http://www.stocktongov.ca>.
A mandatory job walk was conducted on April 27, 2017. Three (3) firms were in attendance, including Valley Landscaping & Maintenance, Inc.
On May 18, 2017, the City Clerk of the City of Stockton, opened, examined and publicly declared the sealed bids for the landscape services for the Delta Water Treatment Plant (PUR 17-006).

The bid submitted by Valley Landscaping & Maintenance, Inc. is regular in all respects and meets the City’s specifications. They have the proper license for this work. The proposed contract (Attachment A) governs the extent of the monthly landscape services.
The contract is for landscape services for the Delta Water Treatment Plant and is for a period of five (5) years from the date of signature. Staff recommends awarding a landscape maintenance contract with Valley Landscaping & Maintenance Inc. in the amount of $104,700.
FINANCIAL SUMMARY
Funds are available in the following account to cover the procurement of this service for FY 2017-18:
421-4234-571, Delta Water Production, Other Services
Future contract costs will be budgeted in the same account in the following fiscal years to be approved by Council through the annual budget process.
There is no impact to the General Fund, or any other unrestricted fund, from this action.
