RECOMMENDATION
It is recommended that City Council adopt a resolution re-establishing the Charter Review Advisory Commission and the Council Charter Review Ad-Hoc Committee to review and provide recommendations on revisions to the City Charter.

Summary
On October 24, 2023, Council passed Resolution 2023-10-24-1502 forming a Citizen’s Charter Review Advisory Commission and the Council Charter Review Ad-Hoc Committee. To continue the assigned tasks, both the Commission and the Committee must be re-established.
DISCUSSION
Background
Ad-Hoc Charter Review Committee
Council Policy 3.06, City Council Committees, Boards, and Commissions, section 3.06.010, subparagraph 4C, the Council shall from time to time establish ad hoc committees targeted toward specific issues. The ad hoc committees shall be established by resolution of the Council, with appointments to be made by the Mayor based on the expertise and expressed interest of the Councilmembers. The terms of the ad hoc committees shall not exceed one year unless reestablished or extended by resolution of the Council.
The Ad-Hoc Charter Review Committee’s primary role is to efficiently oversee the scope of work delegated by the Council, provide guidance to the Charter Review Advisory Commission, and regularly update the Council on the progress of this effort.
The Ad-Hoc Committee will establish a regular reporting schedule for the Charter Review Advisory Commission, ensuring timely communication.
Charter Review Advisory Commission
Charter amendments must be approved by the City’s electors, involving citizens in the development of proposed Charter language is crucial to ensure that the measures put forth align with the values and expectations of the community.
The scope of work and timeframe for the Commission is assigned by the Ad-Hoc Committee.
Present Situation
The attached Resolution re-establishes both the Citizen’s Charter Review Advisory Commission and the Council Charter Review Ad-Hoc Committee expiring at the end of the term, December 31, 2025.
FINANCIAL SUMMARY
The financial impacts, at this time, are limited to the staff time required to support the Commission and Committee. Should a measure be placed on the ballot, there will be election related costs.
