It is recommended that by motion action the City Council ratify the San Joaquin Council of Governments’ Annual Financial Plan for Fiscal Year 2016-17.

DISCUSSION
Background
The San Joaquin Council of Governments’ (SJCOG) Joint Powers Agreement requires that a majority of the member governments ratify the budget each year. The City of Stockton is one of seven member governments, along with San Joaquin County and the other municipalities within the County. In addition, the Port of Stockton, San Joaquin Regional Transit District and Caltrans District 10 are ex officio members. The City of Stockton is represented by three of the twelve members of the SJCOG Board of Directors by appointees from City Council. Currently, Mayor Silva is the Chair of the Board and Council Members Holman and Lofthus are Members of the Board. The SJCOG unanimously adopted the Annual Financial Plan for Fiscal Year (FY) 2016-17 on March 24, 2016.
Present Situation
Attached is the request for ratification from SJCOG staff, which includes a summary of the SJCOG Annual Plan implementing the FY 2016-17 Overall Work Program (Attachment A). The Annual Financial Plan included in Attachment A provides an outline of expenditures by cost category and line item comparing the proposed FY 2016-17 budget with the current year (FY 2015-16) adopted budget. The SJCOG FY 2016-17 Annual Financial Plan includes a 14% or $1,202,294 decrease in revenues and expenditures. The decrease in revenues is due to a reduction in one-time federal planning funds and a reduction in state funding with the complete spend down of the Freeway Service Patrol funds carried over from previous years. Local revenues are also slightly down by 4.8%, but are offset somewhat by small increases in sales tax driven revenues, Measure K and Local Transportation Funds. The decrease in overall revenues is being addressed in expenditures by a modest decrease to services and supplies as well as a more significant decrease in professional services to reflect the level of anticipated consulting work in the SJCOG FY 2016-17 Overall Work Program. The FY 2016-17 Financial Plan includes an increase of 4.3% in salaries and benefits to reflect merit-based salary adjustment. SJCOG is fully staffed at this time. Additional details are included in Attachment A.
The FY 2016-17 Overall Work Program includes ongoing programs and services such as Commute Connection, Freeway Service Patrol, RTP Continuing Implementation, Transit Planning and Transportation Development Administration and Implementation of the Measure K/R Programs and the One Voice Program. Projects or new programs documented in the FY 2016-17 Overall Work Program include the following:
• North I-5 Widening (anticipated close-out work)
• SR 99 Stockton Widening
• Crosstown Freeway Extension (ongoing construction)
• Activity Based Transportation Model
• Conference with UOP on Census Research and Forecasting.
• Unmet Transit Needs Report
• Update of the next Regional Transportation Plan and related Air Quality Conformity
• Continued Implementation of the Congestion Management Program.
• Continued Implementation of the Regional Transportation Impact Fee Program - Jobs Balancing Investment Fund
FINANCIAL SUMMARY
The operations and projects of the SJCOG are funded through local sales tax, state and federal grants, special assessments and fees. The City of Stockton may participate in funding specific infrastructure projects in cooperation with the San Joaquin Council of Governments. However, there are no General Fund or unrestricted funds that are appropriated directly for SJCOG operations.
