APPROVE MOTION TO EXECUTE AN AMENDMENT TO THE FIVE-YEAR AGREEMENT WITH AXON ENTERPRISE, INC. FOR PREPARED 911 ACT RENEWAL AND PREPARED 911 ANET IN AN AMOUNT NOT TO EXCEED $1,478,272

RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Approve findings pursuant to Stockton Municipal Code (SMC) §3.68.070 support of an exception to the competitive bidding process; and
2. Authorize the City Manager to approve Standard Agreement Amendment No. 1 with Axon Enterprise, Inc. (Axon) to provide the Stockton Police Department (SPD) with Prepared 911 ACT Renewal and Prepared 911 ANET in an amount not to exceed $1,478,272 (Attachments A and B).
It is further recommended that the City Manager be authorized and directed to make any and all expenditures and appropriations on behalf of the city as appropriate and necessary to carry out the purpose and intent of this motion.

Summary
SPD seeks to continue the evolution of 911 call-taking in our service centers by renewing the Prepared 911 agreement and providing Telecommunicators with the technology needed to effectively and efficiently respond to citizens in the City. This AI-driven technology is the first emergency communications platform that runs from beginning to end. From the moment someone calls for help to the moment the case closes. This intelligence assists call-takers, dispatchers, and Supervisors do their jobs better. It brings up the right information at the right time. The first seconds of a call produce the most intelligence about the emergency, and this technology enhances human performance rather than replacing it. This technology streamlines operations by providing AI-driven call prioritization, real-time transcription, and automated call summaries.
Amendment No. 1 with Axon to provide SPD with the Prepared 911 ACT Renewal and Prepared 911 ANET has a five-year cost of $1,478,272. The initial first-year payment is $330,592, followed by 4 payments of $286,920 per year for the remaining 4 years.
DISCUSSION
Background
SPD has used Axon Prepared 911 since 2024. Prepared 911 was acquired by Axon, with findings supporting an exception to competitive bidding for Axon, making it the sole manufacturer. Those findings also recognized the operational benefits of continuity within a unified hardware/software system. This is true for the Prepared 911 as well. Establishing continuity by using Axon’s technology for our 911 system to enhance the abilities of our call-takers, dispatchers, and Supervisors. The uninterrupted operation of this technology will allow 911 centers to answer calls efficiently and enable staff to perform more effectively throughout the City.
Present Situation
To continue operating the Axon Prepared 911 system and Prepared 911 ANET, SPD proposes entering an amendment to the five-year Axon bundle that provides SPD with access to the AI-driven technology until 11/30/2030.
This agreement will provide SPD with the technology needed to continue Assistive Call Taking (ACT), real-time call transcription, and automatic extraction of key details. Automated Non-Emergency Triage (ANET) will be used to determine whether each call is an emergency. At some centers, up to 75% of the call volume is non-emergency, and ANET can return time to the people answering the calls. SPD has been using Prepared 911 technology since 2024, and if that access is no longer available, the ability to deal with multiple calls efficiently and effectively at the call centers would be greatly diminished.
Findings
Pursuant to Stockton Municipal Code Section 3.68.070, the City Council may approve findings that support an exception to the competitive bidding process. The exceptions apply here for the following reasons:
1. Cost Effectiveness: The bundled program reflects $185,905 in total savings compared to unbundled pricing.
2. Sole Manufacturer/Distributor: Axon is the sole manufacturer of the Prepared 911 system technology.
3. Axon’s Prepared 911 and Prepared 911 ANET are essential technologies for Call-takers and dispatchers. Operational stability depends on the use of this technology.
FINANCIAL SUMMARY
The proposed amendment spans five years and has a total cost of $1,478,272. The bundled pricing provides total savings of $185,905. The FY 2026-27 Annual Budget includes sufficient appropriation for Year 1 of the agreement, funded through AB109 Community Corrections Partnership (CCP) Task Force grants.
