Summary

 

The technical consultant will review a summary of the current federal, state, regional, and local funding landscape, as well as considerations for securing funding that can support implementation of the Stockton region’s Comprehensive Climate Action Plan.

 

DISCUSSION

 

Background

 

Over the next several years, the region and regional partners will need to strategically align available funding sources to advance implementation of mitigation measures. Federal programs authorized through the Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA) have been instrumental in supporting several Stockton-area resilience, energy, and transportation initiatives, including safety, emissions-reduction, and zero-emission port projects. However, with IIJA funding set to reduce by 2026 and future federal appropriations uncertain, Stockton and regional partners may increasingly rely on state-administered and locally driven sources such as the Strategic Growth Council, California Department of Transportation, California Energy Commission, and others.

 

As part of the CCAP development, the technical consultant will research and identify potential funding sources at the federal, state, regional and local levels that align with the region’s greenhouse gas mitigation measures.

 

Present Situation

 

Currently, the region funds its climate, sustainability, and resilience projects through a mix of federal and state grants, regional transportation and air quality revenues, and local city and county programs. These sources collectively support ongoing efforts in clean transportation, flood mitigation, air quality, and community infrastructure improvements.

 

To strategically advance implementation of the CCAP, the region may consider establishing funding pathways that align available funding opportunities with the 38 mitigation actions. The identified funding opportunities span federal, state, regional, and local levels, addressing a wide range of projects, from clean energy and transportation upgrades to waste reduction, water management, and nature-based resilience. Many of these are recurring annual or biennial programs, while others are time-limited opportunities created through the federal IIJA and IRA. In addition, direct-to-consumer incentives, including rebates, direct financial assistance, and flexible financing tools, are an important part of how communities advance residential energy and emissions-reduction measures, and can also support businesses, fleet operators, and the adoption of clean and zero-emission vehicles.

 

In recent years, Stockton and regional partners have also begun receiving Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA) awards, further expanding the federal resources available for climate action. To support additional action implementation, additional funding sources will be needed.

 

The technical consultant will present the funding and financing opportunities report which is an in-depth analysis included in the Comprehensive Climate Action Plan to identify active and emerging funding opportunities to support projects related to transportation, energy, air quality, water, waste and community resilience.
