RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing Contract Change Order No. 1 to Agreement Number 423000298 with Silva Landscape for the maintenance of ten storm drainage detention basins to extend and fund the existing contract for an additional two years in the amount of $314,050 for a total contract not-to-exceed amount of $765,850.

 

It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department (MUD) encompasses the Water, Wastewater, and Stormwater Utilities, which are regulated for the protection of public health and the environment and supported by user fees. The Stormwater Utility consists of 77 pump stations, over 600 miles of pipeline, and 22,500 drain inlets that route stormwater from city streets into local basins and waterways. Regular system maintenance is necessary to prevent flooding from storm runoff. The Stormwater Utility is also responsible for oversight and compliance with the City’s National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit, which requires extensive monitoring and public outreach programs to promote water quality in the Sacramento San Joaquin River Delta.

 

In addition, the Stormwater Utility manages a consolidated storm drainage maintenance district and six industrial storm drainage basin maintenance districts throughout the City. These Storm Drainage Maintenance Assessment Special Districts were formed pursuant to State law and the Stockton Improvement Procedure Code. The districts provide for the maintenance and operation of capital improvements that impart a special benefit to a designated area, including stormwater quality treatment and flood control.

 

If approved by the City Council, Contract Change Order No. 1 (Exhibit 1 to the Resolution) will add $314,050 to the original contract with Silva Landscape of Patterson, CA, and extend the contract term through June 30, 2027, for a total amount not-to-exceed $765,850.

 

DISCUSSION

 

Background

 

The Stormwater Utility manages the inspection and maintenance of ten storm drainage detention basins throughout Stockton. The basins provide flood control and function as stormwater quality treatment devices required by the NPDES permit. Regular inspection and maintenance of all the basins is needed to ensure proper functionality and compliance with regulatory requirements.

 

The City Council, pursuant to Resolution Nos. 85-0416, 86-1059, 88-0492, 88-0552, and 99-0400, established the formation of the following five storm drainage basin maintenance districts for flood control:

 

1.                     Arch Road Industrial Park

2.                     Charter Way Industrial Site

3.                     Western Pacific Industrial Park

4.                     Stockton Airport Business Center

5.                     Airport Gateway Center

 

In addition, Resolution 05-0392 established the Stockton Consolidated Storm Drainage Maintenance Assessment District No. 2005-1, which oversees three stormwater quality treatment basins required by the NPDES permit:

 

1.                     Riverbend Basin

2.                     Morada Basin (Cannery Park - Zones 2A & 2B)

3.                     ProLogis Park at Duck Creek Basin

 

The City also operates and maintains storm drainage basins that provide flood control to areas not covered by a Storm Drainage Maintenance Assessment District. The two stormwater quality treatment basins are:

 

1.                     Arch Road Basin

2.                     El Dorado Street Basin

 

On November 11, 2022, by Resolution 2022-11-15-1209, the City Council awarded a three-year contract to Silva Landscape for the inspection and maintenance of the ten basins. The contract may be extended for a total of five years.

 

Present Situation

 

Storm basin maintenance for eight storm basin maintenance assessment districts is funded by annual levied assessments. Designated Stormwater Utility Funds cover the operational costs for the Morada Basin (Cannery Park) and other non-assessment district basins.

 

Extending contracted services improves water quality, provides effective flood control, and protects properties within these communities. Maintenance activities include trash removal, mowing, weed abatement, and repairs to irrigation systems, channels, and flumes, as necessary to improve water quality and comply with regulatory requirements.

 

Staff recommend that the City Council adopt a resolution authorizing Contract Change Order No. 1 with Silva Landscape to extend and fund the existing stormwater drainage basin maintenance contract for two additional years in the amount of $314,050, for a total contract not-to-exceed amount of $765,850. 

 

FINANCIAL SUMMARY

 

Funding for the Silva Landscape maintenance services contract extension for FY 2025-26 and FY 2026-27 will be requested during the annual budgeting process.

 

This action has no impact on the General Fund or any other unrestricted funds.
