RECOMMENDATION

 

It is recommended that the City Council approve a motion to:

 

1.                     Authorize the City Manager to execute a one-time purchase from Crime Point, Inc. (Crime Point) for a surveillance van with accessories not to exceed $260,000.

 

2.                     Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process; and

 

3.                     It is further recommended that the City Manager is hereby authorized and directed to make any and all expenditures and appropriations on behalf of the City as appropriate and necessary to carry out the purpose and intent of this motion.

Summary

 

Funds for the Community Corrections Partnership (CCP) Task Force provided by state AB109 Public Safety Realignment are allocated by the San Joaquin County Community Corrections Partnership. On May 13, 2025, Council approved Resolution No. 2025-05-13-1216, authorizing the Independent Contractor Agreement between San Joaquin County and City of Stockton in the amount of $4,815,412 for AB109 funding of the CCP Task Force.

 

Staff recommend a one-time purchase from Crime Point, not to exceed $260,000, for a customized police surveillance van with accessories.

 

DISCUSSION

 

Background

 

AB109 Task Force works closely with the investigative units and specialized units from all the law enforcement agencies throughout San Joaquin County on a regular basis.  AB109 Task Force assists these agencies with enforcement, compliance searches, and surveillance (including UAS and covert camera support).  AB109 Task Force regularly works large surveillance/enforcement operations that use ground surveillance, covert cameras, Unmanned Aircraft Systems (UAS), and air support.  These large-scale surveillance operations are usually mobile and don’t stay in one location. 

 

The Crime Point Premier Surveillance Platform is a single vehicle that can be utilized to fulfill numerous roles that would normally take several different vehicles.  It can be used for manned static surveillance, mobile surveillance, as a covert mobile command post, as a mobile UAS van, or as an unmanned static surveillance vehicle (“drop car”). This vehicle would not only be a great asset for the Stockton Police Department but for all the law enforcement agencies in San Joaquin County. 

 

Present Situation

 

Officers currently borrow the Stockton PD Crisis Negotiation Team command vehicle for these operations.  However, the Crisis Negotiation vehicle is a large, marked vehicle that takes time to set up and take down.  The Crisis Negotiation vehicle is purpose built for a Crisis Negotiation operation and not for a mobile surveillance operation.

 

Findings

 

Stockton Municipal Code section 3.68.070 provides for an exception to the competitive bidding requirements in cases wherein the City Council has made findings that support and justify the purchase via a single available source.

 

Findings to support the purchase are as follows:

 

1.                     The SPD’s CCP Task Force is in need of a vehicle that aligns with the goals and objectives but also mirrors a current San Joaquin County vehicle. The IP complete Surveillance Vehicle Technology is needed in order to conduct operations by the county-wide Task Force.

 

2.                     Crime Point is the only source of this technology.

 

The Crime Point, Inc. Ford Transit 250 low roof fits the Stockton Police Department’s unit requirements for the CCP Task Force.

 

FINANCIAL SUMMARY

 

The total proposed one-time purchase cost is not to exceed $260,000 with Crime Point, Inc. Funding is included in the FY 2025-26 AB109 Community Corrections Partnership Task Force Grant. The surveillance van will be purchased through Public Works Fleet. Due to the timing for purchase and delivery of the surveillance van, there are no anticipated fuel costs in the current Fiscal Year. Future year fuel expenditures will be included in the annual budget appropriation process.
