RECOMMENDATION

 

It is recommended that the City Council adopt a resolution establishing a new unclassified/represented position of Transportation Manager for the Stockton Public Works (PW) Department and assign the salary range.

Summary

 

City Council is being asked to establish the proposed new single-incumbent classification titled Transportation Manager and the proposed salary range. This position allocation will be incorporated into the budget for FY 2024-25.

 

DISCUSSION

 

Background

 

The PW Department requested that Human Resources (HR) create a new Transportation Manager classification and recommend an appropriate pay structure. Currently, the managerial oversight and responsibilities of the Transportation division rely on the versatile Program Manager classification. However, this classification does not address the specialized expertise required to effectively oversee operations of multiple sections (Community Enhancement, Traffic Signals, Street/Traffic Devices, and Operations and Maintenance Engineering) within the Transportation division.

 

Classification

 

The proposed Transportation Manager classification is a single management position that will reside within the Public Works Department’s (PW) Streets division and will report to the Deputy PW Director of Operations and Maintenance. If approved, the Transportation Manager classification will be excluded from the Civil Service system and placed in the Mid-Management Level bargaining unit. In addition, the classification will be exempt under the Fair Labor Standards Act.   

 

Salary

 

HR staff completed an external market survey as well as an internal equity evaluation. Based on analysis of the information collected, staff recommends the following base annual salary by step as documented below:
