RECOMMENDATION

 

It is recommended that the City Council discuss and consider a resolution recommended by the Council Budget/Finance/Economic Development Committee authorizing a FY 2024-25 General Fund appropriation and any necessary transfers of $3,000,000 to eleven City Council priority projects.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

At the Council meeting on January 23, 2024, the City Council discussed Agenda Item 15.1 - Accept the Fiscal Year 2022-23 Fourth Quarter Budget Status Update, Authorize Budget Amendments, and Make Allocations to General Fund Reserves, which included appropriating $4,000,000 from the General Fund for Council priority projects to be allocated following discussions by the Council Budget/Finance/Economic Development Committee (Committee). 

 

At its March 29, 2024 meeting, the Committee approved Motion 2024-03-29-0303 recommending that $1,000,000 of the $4,000,000 from the FY 2022-23 General Fund balance be appropriated and allocated to the Stockton Shelter Navigation Center, and the balance of $3,000,000 remaining available to be discussed at a future Committee meeting.  City Council subsequently approved the Committee’s recommended $1,000,000 for the Stockton Shelter Navigation Center during its May 21, 2024 meeting (Motion 2024-05-21-1203).

 

The Committee convened again on May 1, 2024, and June 11, 2024, to consider allocation of the remaining $3,000,000 General Fund balance available and make recommendations to the full Council.  During these meetings, staff provided information on several potential projects identified by the Committee at the March 29, 2024 meeting.

 

At the June 11, 2024 meeting, the Committee approved Motion 2024-06-11-0302 recommending that the $3,000,000 from the FY 2022-23 General Fund balance be appropriated as follows, and be presented to the Council for consideration:  Grupe Park pickleball courts, $302,500; Mormon Slough improvements, $425,000; Lincoln Road/Alexandria clean-up, $130,000; Formation of Maintenance District for Five Mile Creek, $100,000; Swenson Park miniature golf, $433,057; Anderson Park playground, $300,000; Loch Lomond Park playground, $300,000; Van Buskirk tennis court lighting replacement, $185,000; Van Buskirk Park playground replacement, $375,000; Williams Brotherhood handball court lighting replacement, $80,000; Oak Park Magpie fencing replacement, $80,000; Contingency for Council priority projects, $289,443.  The Committee also recommended that to the extent the $3 million is not fully expended on the aforementioned projects, the unobligated balance should be put towards restoration of old asphalt and addition of a decorative concrete/brick walkway at the Haggin Museum.

 

The Committee is recommending that the City Council discuss adopting a resolution to authorize a FY 2024-25 General Fund appropriation of $3,000,000 to the various projects as itemized in Exhibit 1 to the Resolution. 

 

DISCUSSION

 

Background

 

At the Council meeting on January 23, 2024, the City Council discussed Agenda Item 15.1 - Accept the Fiscal Year 2022-23 Fourth Quarter Budget Status Update, Authorize Budget Amendments, and Make Allocations to General Fund Reserves.  This item included authorization to earmark $4,000,000 for Council priority needs with allocation of the funds to be brought back to the full Council after discussion by the Committee.  The $4,000,000 is one-time in nature from unanticipated expenditure savings and revenues, and therefore it should be used for one-time activities. 

 

The Committee met to discuss potential projects on March 29, 2024, May 1, 2024, and June 11, 2024.  At the March 29th meeting, Committee approved a motion for City Council to consider allocating $1,000,000 of the available priority funding to the Stockton Shelter Navigation Center.  City Council subsequently approved this allocation at its May 21, 2024 meeting.

FINANCIAL SUMMARY

 

Following are the budget amendments and transactions needed to complete the recommended actions:

 

Appropriate $3,000,000 from the General Fund Balance to the various projects and necessary transfer accounts based on Council allocation.  Exhibit 1 to the Resolution details the recommendation from the Committee.  A contingency of $289,443 is available for administrative appropriation to the projects specified as needed, for a total appropriation not to exceed $3,000,000.
