RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Authorize the City Manager to execute a one-time purchase from ProForce, in an amount not to exceed $184,826;
2. It is further recommended that the City Manager is hereby authorized and directed to make any and all expenditures and appropriations on behalf of the City as appropriate and necessary to carry out the purpose and intent of this motion.

Summary
The Stockton Police Department (SPD) is seeking to equip its officers with Red Dot Optics for their duty pistols, a rapidly emerging industry standard in law enforcement. These optics are favored for their user-friendly functionality and heightened accuracy, crucial factors in ensuring our community's and officers' safety during high stakes, dynamic incidents. Examinations and assessments of the AimPoint Acro P2 Red Dot Optic have revealed a notable enhancement in accuracy across all levels of firearm proficiency. Under PUR-24-012, the SPD advertised to purchase as many Glock Firearms and Red Dot Optics units as possible within the project budget of $185,000.
DISCUSSION
Background
The use of Red Dot Optics on duty handguns has proven to increase “hit ratios” in officer involved shootings, reduce liability, and increase qualification rates. The use of such optics is becoming the industry standard, with departments as large as the Los Angeles Police Department utilizing Red Dot Optics. Some local departments (i.e., Tracy Police and San Joaquin County Sheriff’s Office) have already switched to a Red Dot Optics system.
During an evaluation period conducted within SPD, the Department observed a significant increase in firearm accuracy from less-tenured patrol officers to seasoned SWAT firearms instructors with Red Dot Optics.
Present Situation
A Sealed Bid for a minimum purchase of 221 Glock Firearm and Red Dot Optics with trade in value was published in The Record on October 3, 2023. The Sealed Bid was emailed to multiple regional and local area vendors. On October 26, 2023, two bids were received with the following results:

Stockton Municipal Code section 3.68.090 gives a five percent bid preference to businesses located within the City of Stockton and a two percent bid preference to businesses located within San Joaquin County. There are no responsive bidders located within the City of Stockton or San Joaquin County, therefore, application of the Local Business Preference does not apply.
The bid from ProForce meets the bid specification. The ProForce response included a total of 249 units, with an applicable trade-in value, in the amount not-to-exceed $184,826, including taxes and fees. It is recommended that Council approve a motion authorizing the purchase of 249 Glock Firearms and Red Dot Optics with trade-in value from ProForce in the total amount not to exceed $184,826.
FINANCIAL SUMMARY
The FY 2023-24 Annual Budget includes sufficient appropriation in the Police Department’s Special Revenue Fund for the purchase contract of Glock Firearms and Red Dot Optics, net trade-in, with ProForce, for a total cost of $184,826, funded by an appropriation from the State of California’s Citizens Option for Public Safety (COPS) program.
