Summary

 

This report is to inform the Civil Service Commission of action taken by the Director of Human Resources to amend the Payroll Supervisor classification specification and retitle it to Supervising Payroll Analyst. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications. A specification shall be deemed approved when the Director of Human Resources affixes his or her signature thereon and it is filed with the Secretary of the Commission.

 

DISCUSSION

 

Background

 

Pursuant to Stockton City Charter, Section 2537 Classified Service, “As the legislative body of the City, the Council may provide for the placing of any of the other employees of the City of Stockton, not mentioned or specified anywhere in this act, under civil service and under the jurisdiction of the Civil Service Commission. . .”

 

The existing classification of Payroll Supervisor was reviewed and amendments were needed. Redlines were completed and the classification was retitled to Supervising Payroll Analyst. The B&C - Supervisory Level bargaining unit received a redline draft on June 4, 2026, and the union concurred, expressing no concerns about proceeding (Attachment A). The Civil Service status of this classification will remain classified and included in the Civil Service system.

 

Human Resources and the Administrative Services Department brought to the City Council meeting of June 9, 2026, a resolution updating the salary range for the classification of Supervising Payroll Analyst in accordance with Stockton Municipal Code section 2.36.040. The position was approved by unanimous vote of the Council via Resolution 2026-06-09-0614.

 

The approved classification specification was signed by the Director of Human Resources on June 10, 2026, and is included in this report (Attachment B).

 

Present Situation

 

The City Manager’s Office executed a reorganization of the Payroll Division, directing the citywide function to move ownership from Human Resources (HR) to the Administrative Services Department (ASD). Currently, the Payroll section is housed in the HR  Department. On July 1, 2026, the Payroll section will transfer to the ASD and become a part of the Accounting and Financial Operations Division.

 

AUTHORITY

 

Rule IV, section 4(a) of the Civil Service Rules and Regulations for Miscellaneous Employees provides the Director of Human Resources the authority, on behalf of the Civil Service Commission, to maintain and approve class specifications making up the Classification Plan.

 

Per Rule IV, section 5(b) the Director of Human Resources shall approve all new or amended class specifications and file with the Secretary of the Commission.
