ADOPT A RESOLUTION AUTHORIZING A CONTRACT WITH SNF POLYDYNE INC. FOR THE PURCHASE OF WASTEWATER TREATMENT POLYMER

RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Accept the Specifications and Addenda for the Request for Sealed Bids for the purchase of wastewater treatment polymer (PUR 25-006) (Exhibit 1 to the Resolution).

 

2.                     Authorize a five-year contract with SNF Polydyne Inc. of Riceboro, Georgia for the purchase of wastewater treatment polymer with a not-to-exceed amount of $671,866 (Exhibit 2 to the Resolution).

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department (MUD) is comprised of three enterprise funds including Water, Wastewater, and Stormwater Utilities. The Wastewater Utility includes a sanitary sewer collection system of approximately 900 miles of gravity sewer main, 554 miles of lower lateral pipe, 27 pump stations, and 30 miles of pressurized force main that route sewage to the Regional Wastewater Control Facility (RWCF) for treatment. The system collects sewage from properties within the City, special districts outside the City, and certain areas within San Joaquin County. The RWCF is an advanced tertiary treatment facility with a 55 million-gallon per day (MGD) capacity and is located adjacent to the San Joaquin River.

 

The RWCF includes a chemically enhanced primary treatment system that uses polymer chemicals for the removal of suspended solids from wastewater. Polymers are long-chain organic chemicals, which make it easier to separate suspended solids from wastewater during the treatment process.   

 

Staff recommend awarding a five-year contract to SNF Polydyne, Inc., for the purchase of wastewater treatment polymer with a not-to-exceed amount of $671,866.

 

DISCUSSION

 

Background

 

The RWCF uses various polymers as part of the wastewater treatment processes, including the chemically enhanced primary treatment system. Long-chain organic polymers are coagulants that thicken suspended solids in wastewater by forming floc, which bind together to make it easier to separate and settle the solids from during the treatment process.

 

The type, quantity, and dosing rate of polymer used in the wastewater treatment process are dependent on the characteristics of the wastewater being treated. A product that works for one treatment plant may not work for another due to the varying nature of wastewater and the regulatory requirement to meet specific treatment criteria.

 

The invitation to bidders (PUR 25-006) was published on August 1, 2024, for the purchase of polymer for wastewater treatment.

 

Between August 19, 2024 and August 22, 2024, a performance-based bid that included bench-scale testing by prospective bidders was used to determine their respective product effectiveness and dosage standards.

 

Present Situation

 

Full-scale performance testing was held the week of November 6, 2024. While two potential vendors responded within the advertised time, only one of the invited vendors participated.

 

SNF Polydyne, Inc. of Riceboro, Georgia, performed both bench and full-scale performance testing. SNF Polydyne, Inc. currently supplies other polymers to the City and submitted the only responsive bid received on December 12, 2024. Bid results for SNF Polydyne, Inc., of Riceboro, GA, are shown below:

The bid submitted by SNF Polydyne, Inc is regular in all aspects and meets the City specifications. The proposed contract is for the annual purchase and delivery of approximately 43 dry tons of Clarifloc WE-2793 Polymer at the dosing amount of one part per million (1 ppm) into an average flow of 28 MGD. The City will only pay for the quantity of polymer delivered. The bid allows for a maximum 3% cost increase for each succeeding year as long as either raw material or production costs have increased.

 

Staff recommend awarding a five-year contract to SNF Polydyne, Inc., for the purchase of wastewater treatment polymer (Clarifloc WE-2793) with a not-to-exceed amount of $671,866.

 

FINANCIAL SUMMARY

 

The first full year of the contract is $126,549.00. The total not-to-exceed amount of this contract for five years is $671,866. Funds for the first year of the contract will be available following City Council approval of the FY 2025-26 Annual Budget from the Wastewater Operations - Chemicals account. Funds for future annual purchases will be budgeted in the same account and presented to the City Council for approval during the annual budget process.

 

This action has no impact on the General Fund or any other unrestricted funds.
