RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Appropriate grant funds from the San Joaquin Valley Air Pollution Control District in the amount of $500,000 to the Safe Routes to School Safety and Connectivity Improvements, Project No. WT19005.
2. Authorize the City Manager to accept grant funds from the San Joaquin Valley Air Pollution Control District in the amount of $500,000 for the Safe Routes to School Safety and Connectivity Improvements, Project No. WT19005.
3. Authorize the City Manager to execute all required grant documents, including but not limited to, agreements, amendments, and requests for payment necessary to secure grant funds, and implement the approved grant funded project.
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary
The City has been awarded $500,000 in California Air Resources Board (CARB) funds from the San Joaquin Valley Air Pollution Control District (Air District) for the Safe Routes to School Safety and Connectivity Improvements, Project No. WT19005. A City Council resolution authorizing acceptance of the grant funds by the Air District prior to execution of the grant agreements is required. The Air District further requires the resolution identify such person authorized to sign the agreements, project documents, and make day-to-day administrative decisions to complete the project.
It is recommended that Council adopt a resolution authorizing the appropriation of grant funds and authorize the City Manager to accept grant funds from the Air District for the Safe Routes to School Safety and Connectivity Improvements, Project No. WT19005.
DISCUSSION
Background
The Safe Routes to School Safety and Connectivity Improvements, Project No. WT19005, will connect bicycle lanes near several elementary, middle, and high schools in the Stockton community, which will increase safety and provide opportunities for active modes of transportation. The project will also install missing sidewalk segments, high visibility crosswalks, rectangular rapid flashing beacons, signal upgrades, and update curb ramps to Americans with Disabilities Act standards (Attachment A).
Assembly Bill (AB) 617, signed into law in July 2017, initiated a statewide effort to monitor and reduce localized air pollution, and highly improve public health, in communities that experience disproportionate burdens from exposure to air pollutants through new community-focused and community-driven actions. The communities of Shafter, South Central Fresno, Stockton, and Arvin/Lamont have been prioritized by the Air District and subsequently selected by the CARB as communities in the San Joaquin Valley to receive clean air resources available under AB 617, based on a technical analysis of several pollution and poverty-related criteria. These measures are guided by advice and knowledge of local community members, through their input and involvement on Community Steering Committees (CSC) for each selected community.
Stockton CSC worked closely with the Air District and Public Works staff to understand the project and recommend the project for funding. On August 15, 2024, the Air District approved $500,000 of CARB funds to support the Safe Routes to School Safety and Connectivity Improvements, Project No. WT19005.
Present Situation
On August 15, 2024, the Air District’s Governing Board awarded the City $500,000 of CARB funding.
The Air District further requires a City Council resolution prior to executing AB 617 agreements. In addition to authorizing acceptance of the funds, the resolution must identify such person authorized to sign the agreements, project documents, and make day-to-day administrative decisions to complete the project.
It is recommended that Council adopt a resolution authorizing the appropriation of grant funds and authorize the City Manager to accept grant funds from the Air District for the Safe Routes to School Safety and Connectivity Improvements, Project No. WT19005.
FINANCIAL SUMMARY
Authorizing the recommended actions will increase $500,000 in construction funds to the Safe Routes to School Safety and Connectivity Improvements, Project No. WT19005. The Air District grant funds are awarded at 100 percent reimbursement with no matching fund requirement.
There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
