Summary

This item is brought forward to allow the City Council to discuss the importance of leadership continuity within the Stockton Police Department and to consider providing feedback to the City Manager regarding their views on a potential employment agreement with the Chief of Police. The intent is to promote stability within the department, support continued organizational progress, and ensure consistent leadership amid evolving public safety demands.

DISCUSSION

Background

Since the beginning of Chief Stanley McFadden’s tenure, the Stockton Police Department has experienced increased community engagement, organizational stability, and operational effectiveness. During this period, crime trends have shown promising movement in a positive direction, contributing to improved public safety outcomes across the city.

At a time when law enforcement agencies across California and the nation continue to face recruitment challenges, staffing pressures, and complex public safety demands, continuity of leadership remains critically important. Stability at the executive level supports long-term planning, consistent policy implementation, and sustained community trust.

The men and women of the Stockton Police Department, including sworn officers and civilian staff, benefit from clear leadership direction and organizational certainty. Providing continuity in leadership helps maintain morale, operational consistency, and the successful implementation of departmental initiatives.

In addition to public safety outcomes and internal stability, Chief McFadden has demonstrated a commitment to investing in Stockton’s youth and strengthening relationships between the Police Department and the community. Under his leadership, the department has expanded youth engagement and mentorship initiatives that connect officers and executive leadership with young residents in positive, non-enforcement settings. These efforts support long-term public safety by building trust, creating mentorship opportunities, and increasing transparency around law enforcement leadership and operations.

Policy Implications

It aligns with the City’s interest in maintaining stable and effective leadership in critical public safety roles.

FINANCIAL SUMMARY
