Summary

 

This report is to inform the Civil Service Commission of action taken by the Director of Human Resources amending the classification specifications for Code Enforcement Officer I/II and Senior Code Enforcement Officer. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications. A specification shall be deemed approved when the Director of Human Resources affixes his or her signature thereon and it is filed with the Secretary of the Commission.

 

DISCUSSION

 

Background

 

Amendments to the class specification are a result of a request by the Police department.

 

Present Situation

 

Amendments were made to the class characteristics, principal duties, education, experience/experience, and other requirements sections and the Senior Code Enforcement Officer level was added to the existing Code Enforcement Officer I/II to create a single-class series. The draft classification specification with redlines was completed and sent to the Stockton City Employees’ Association bargaining unit for review on December 3, 2024, and the union provided concurrence on December 31, 2024. (Attachment A).

 

The approved classification specification was signed by the Director of Human Resources on December 31, 2024, and is included in this report (Attachment B).

 

AUTHORITY

 

Rule IV, section 4 of the Civil Service Rules and Regulations for Miscellaneous Employees provides the Director of Human Resources the authority, on behalf of the Civil Service Commission, to maintain and approve class specifications making up the Classification Plan.
