Approve by resolution an amendment to the list of classes approved for alternate staffing by updating the Code Enforcement I/II classification to include the Senior-level and amend its placement on the list of classes approved for alternate staffing from the Automatic to Deep Class category.

DISCUSSION

 

Background

 

Alternate Staffing is the process by which a qualifying employee is promoted to a higher level upon attainment of the required level of knowledge, skills, and abilities or the attainment of specified licenses or certificates; or is hired at any level of a class series based upon the needs of the hiring department. Alternate staffing patterns exist when a class series has two or more levels where an employee may be initially appointed to any level in the series and can be promoted from the lower level to the higher level without further testing. There are four categories in alternate staffing: Automatic, Discretionary, Deep class, and Apprentice Programs (CSR Miscellaneous Employees, Section 1, Rule 1).

 

Present Situation

 

The classification specification for Code Enforcement Officer I/II was recently amended to include the Senior level as a single-series class and the amendments reflect the Department’s need to optimize staff resources and offer a clearer career path with increased earning potential tied to skills and experience. This change aims to enhance flexibility and efficiency in personnel assignments, improve employee morale, and optimize operations within the Code Enforcement section. The Police Department has requested to move the Code Enforcement Officer classification series from the Automatic to the Deep Class category (Attachment A and B).

 

 

AUTHORITY

 

The Civil Service Commission is empowered to establish and amend the list of classifications included under the alternate staffing policy of the City of Stockton. Promotions within these classifications may be made after completion of the requirements and in the manner set forth in the policy. (CSR Miscellaneous Employees, Rule VII, Section 6).
