Review a summary update of community engagement activities conducted for the Stockton Comprehensive Climate Action & Adaptation Plan (CCAAP) since September 2025 and planned activities for future engagement.

Summary

 

Staff and the City’s community engagement partner Little Manila Rising (LMR) have undertaken and continue engagement efforts, including collaboration with partnering organizations, community events attended, workshops held, neighborhood canvassing, emails, and phone calls to support the development of the Stockton region CCAAP.

 

DISCUSSION

 

Background

 

The development of the CCAAP requires extensive community and stakeholder engagement to develop an actionable plan based on the needs and impacts on those who reside in the area. In October 2025, Staff and community engagement partner LMR provided a summary of engagement activities conducted for the project from March through September 2025.

 

Present Situation

 

Since the previous summary of engagement activities provided in October 2025, community engagement partner LMR, city staff and technical consultant AECOM have continued efforts to engage the community and stakeholders through:

                     Stakeholder interview;

                     Attendance to community events;

                     Canvassing activities;

                     Phone calls with key organizations;

                     Email blasts;

                     Social media post and stories; and

                     ASK Stockton posts.

Since the previous update outreach, activities have included:

                     Community Medical Centers Breastfeeding Celebration;

                     Words Outspoken Literacy Festival;

                     Creative Childcare Trunk-or-Treat;

                     Conway Homes Resident Council Monthly Meeting;

                     Reinvent South Stockton Coalition Annual Resident Summit;

                     Edible Schoolyard Project Fall Festival;

                     Virtual Public Workshop; and

                     Delta College Public Workshop.

These expanded the engagement reach to beyond 3,000 people across the communities of Stockton, Lodi, Manteca, Tracy, Lathrop and the unincorporated County.

Forthcoming outreach includes but are not limited to:

                     A postcard mailer to Stockton residents;

                     A social media ad campaign;

                     A third survey;

                     Attendance at upcoming community events such as; 12/6 Stockton Tree Lighting Ceremony; 12/13 Winter Celebration at Conway Homes; Neighborhood Association Presentations; Local Farmers’ Market Crowd-Canvassing; Stockton Restaurant Week Flyer Distribution; Lodi Wine & Chocolate Festival; and

                     Continued collaboration with key organizations and community workshops.

It should be considered that we are unable to quantify some outreach efforts when collaborating with other community groups.
