Summary
City staff and the technical consultant will review the next steps required in preparation for submission of the final plan to the Environmental Protection Agency (EPA) Climate Pollution Reduction Grant program (CPRG), the development of implementation roadmaps, and adoption of the plan by City Council.
DISCUSSION
Background
Over the past 2 years City staff, the technical consultant AECOM and the community engagement partner Little Manila Rising (LMR) have worked collaboratively within the Metropolitan Statistical Area (MSA) to develop the CCAAP as required and funded by the State Adaptation Planning Grant Program (APGP) and the Federal EPA CPRG program. The submission to APGP was completed in February 2026. The submission for the EPA CPRG program is due on June 1, 2026. After the CPRG submission, City staff still have flexibility and opportunity to make edits and updates to the plan prior to presentation to City Council for final adoption. The CPRG program also requires a 2-year status report update on implementation progress of the plan. City Council adoption is not required prior to the EPA CPRG submission.
Present Situation
The project team, including City staff, AECOM, and LMR are preparing the plan for the EPA CPRG submission, finalizing the implementation roadmaps through stakeholder interviews and preparing the final plan for adoption by City Council. City staff anticipate City Council adoption by the Fall of 2026. City staff and the technical consultant will review and discuss this timeline and next steps.
