RECOMMENDATION

 

It is recommended that the City Council approve a motion to:

 

1.                     Approve findings pursuant to Stockton Municipal Code Section 3.68.070 in support of an exception to the competitive bidding process.

 

2.                     Authorize an Electric Extension Agreement with Pacific Gas and Electric Company (PG&E) in the amount of $286,494.28.

 

3.                     Authorize a Gas Extension Agreement with PG&E in the amount of $33,257.11.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The Municipal Utilities Department (MUD) Wastewater Utility features a sanitary sewer collection system of approximately 900 miles of gravity sewer main, 554 miles of lower lateral pipe, 27 pump stations, and 30 miles of pressurized force main that route wastewater for treatment at the Regional Wastewater Control Facility (RWCF).

 

A new sanitary sewer pump station is currently under development to improve the conveyance of wastewater from the City’s Downtown to the RWCF. The pump station will be located on an undeveloped City-owned parcel at 135 South Lincoln Street. As part of the design effort, Schaaf & Wheeler (contractor) coordinated with PG&E to develop the scope for extending electric power and natural gas services to the site prior to construction.

 

Staff recommend that the City Council approve a motion to authorize both PG&E Electric Extension (Attachment A) and Gas Extension (Attachment B) Agreements to extend electric and gas utility services for the new Lincoln Street Sanitary Sewer Pump Station and Force Main, Project No. UW24005. The approval of the agreements is necessary before PG&E can begin extending both utilities to the site.

 

 

 

 

DISCUSSION

 

Background

 

The Market Street sewer trunk- a large diameter pipeline that conveys wastewater to the RWCF-crosses Mormon Slough via an inverted siphon more than 100 years old. Due to its age, the siphon is difficult to maintain and presents a high risk of failure. A failure could impact the City's Downtown Core District (Downtown), potentially requiring prolonged bypass pumping and emergency repairs.

 

The 2022 Wastewater Master Plan Update recommended that the City construct a new sanitary sewer pump station and force main to eliminate the siphon pipeline crossing Mormon Slough and adjacent gravity sewers in Downtown Stockton. The project will provide the necessary facilities to convey sewage from Downtown Stockton to the City's RWCF on Navy Drive.

 

On June 18, 2024, by Resolution No. 2024-06-18-1212, the City Council awarded a Professional Services Contract to Schaaf & Wheeler Consulting Civil Engineers to design the Lincoln Street Pump Station and Force Main Project, Project No. UW24005. Final construction documents are anticipated to be completed in May 2026.

 

Present Situation

 

PG&E has provided two Electric and Gas Extension Agreements outlining the scope of work and associated fees required to supply gas and electric power to the project site. The combined cost of both Agreements in the amount of $319,751.39 exceeds $100,000 and therefore requires City Council approval. Staff recommend that the City Council approve a motion to authorize both Electric and Gas Extension Agreements.

 

Findings

 

Stockton Municipal Code Section 3.68.070(A)(5) provides an exception to the competitive bidding requirements when the City Council approves findings that support and justify an exception:

 

1.                     The inverted siphon portion of the Market Street sewer trunk crossing Mormon Slough is more than 100 years old, difficult to maintain, and presents a high risk of failure.

 

2.                     The 2022 Wastewater Master Plan Update recommended that the City construct a new sanitary sewer pump station and force main to eliminate the siphon pipeline crossing Mormon Slough and adjacent gravity sewers in Downtown Stockton.

 

3.                     The operation of the new sanitary sewer pump station and force main requires both electrical power and gas utilities.

 

4.                     PG&E is the sole provider of gas and electrical power in the area.

 

FINANCIAL SUMMARY

 

The cost of the Agreement for Electrical Service is $286,494.28, and the cost of the Agreement for Gas Service is $33,257.11.

 

There are sufficient funds available in Project No. UW24005, account 6518-000-800007-610-612-00-65-000-000, for the Gas and Electric Extension Agreements with PG&E in the combined amount of $319,751.39.

 

This action has no impact on the General Fund, or any other unrestricted funds.
