ADOPT RESOLUTION TO AUTHORIZE THE GREATER DOWNTOWN BIKE AND PEDESTRIAN CONNECTIVITY PROJECT (DISTRICTS 5 AND 6)

RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Appropriate Measure K Smart Growth Incentives funds in the amount of $51,020 to the Greater Downtown Bike and Pedestrian Connectivity, Project No. WT22051/State Project No. ATPSB1L-5008(200).
2. Approve the plans and specifications for the Greater Downtown Bike and Pedestrian Connectivity, Project No. WT22051/State Project No. ATPSB1L-5008(200).
3. Award a Construction Contract in the amount of $1,705,804 to FBD Vanguard Construction, Inc. of Livermore, CA, for the Greater Downtown Bike and Pedestrian Connectivity, Project No. WT22051/State Project No. ATPSB1L-5008(200).
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary
The Greater Downtown Bike and Pedestrian Connectivity, Project No. WT22051/State Project No. ATPSB1L-5008(200), will make improvements along Lincoln, Rose, Aurora, Lindsay, Grant, Channel, Fourth, Sikh Temple, and Fifth Streets (Attachment A). The project will add pedestrian improvements including Rectangular Rapid Flashing Beacons (RRFBs), reconstruct curb ramps to Americans with Disabilities Act (ADA) standards, install/enhance high-visibility crosswalks, improve signal timing, construct bicycle facilities, and install new signage within the aforementioned project limits. Primary funding is from the Active Transportation Program (ATP) State grant funds and was included in the 2021-26 Five-Year Capital Improvement Plan (CIP).
On July 2, 2026, the City received three bids for this project. It is recommended that Council approve the plans and specifications and award a Construction Contract to the lowest responsive bidder, FBD Vanguard Construction, Inc., in the amount of $1,705,804. It is also recommended that Council adopt a resolution appropriating Measure K Smart Growth Incentives funds in the amount of $51,020 received from the San Joaquin Council of Governments (SJCOG) to supplement ATP funding received on the project.
Construction is anticipated to begin in winter 2026 and be completed by summer 2027, weather permitting.
DISCUSSION
Background
The ATP is a State grant program created in 2013 by Senate Bill 99 and Assembly Bill 101. This program encourages increased use of active modes of transportation, such as bicycling and walking. Federal and/or State ATP funding is programmed to projects that support active transportation projects. There are statewide and regional competitive levels of funding. Statewide competitive funds are administered by Caltrans, while SJCOG administers the regional competitive funds. ATP projects go through the California Transportation Commission (CTC) for program approval.
In 2020, Public Works submitted the Greater Downtown Bike and Pedestrian Connectivity project grant application for the ATP Cycle 5 program. The City’s grant application was successful and awarded $1,747,540 in ATP State funds. SJCOG also programmed a small amount of Measure K Smart Growth Incentives funds in the amount of $51,020 to fully fund the project.
On April 11, 2022, a Measure K Renewal Cooperative Agreement was executed for the Measure K Smart Growth Incentives funds. It is recommended that Council adopt a resolution appropriating Measure K Smart Growth Incentives funds in the amount of $51,020 received from SJCOG to supplement ATP funding received for the project. Public Works’ Measure K and Public Facility Fee Air Quality funds will be used for the required local match. The project was identified in the Greater Downtown Stockton Active Transportation Plan, Project No. PW1601, and was included in the 2021-26 Five-Year CIP.
The Greater Downtown Bike and Pedestrian Connectivity, Project No. WT22051/State Project No. ATPSB1L-5008(200), will make improvements along Lincoln, Rose, Aurora, Lindsay, Grant, Channel, Fourth, Sikh Temple, and Fifth Streets (Attachment A). The project improvements consist of improving bicycle and pedestrian connectivity and safety by adding RRFBs, reconstructing curb ramps to ADA standards, installing/enhancing high-visibility crosswalks, improving signal timing, constructing bicycle facilities, and installing new signage within the aforementioned project limits to meet the current Public Right of Way Accessibility Guidelines.
On April 18, 2023, by Resolution No. 2023-04-18-1208, Council approved the filing of Notice of Exemption No. NOE04-23 under the California Environmental Quality Act for the Greater Downtown Bike and Pedestrian Connectivity, Project No. WT22051/State Project No. ATPSB1L-5008(200). Design of the project has been completed, and the project was advertised for bids on May 26, 2026.
On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA). The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date. On July 16, 2019, by Motion No. 2019-07-16-1403, Council extended the CWTA term to August 25, 2024. On August 20, 2024, by Motion No. 2024-08-20-1203, Council extended the CWTA term to August 25, 2029. The CWTA was applied to this project as the estimated construction cost is over $1 million.
Present Situation
On May 26, 2026, the Greater Downtown Bike and Pedestrian Connectivity, Project No. WT22051/State Project No. ATPSB1L-5008(200), was advertised for bids. On July 2, 2026, three bids were received with the following results:

The bid from FBD Vanguard Construction, Inc., the lowest responsive bidder, is regular in all respects and has the proper license to perform the work. It is recommended that Council approve the plans and specifications and award a Construction Contract to FBD Vanguard Construction, Inc., in the amount of $1,705,804, for the Greater Downtown Bike and Pedestrian Connectivity, Project No. WT22051/State Project No. ATPSB1L-5008(200). It is also recommended that Council adopt a resolution appropriating Measure K Smart Growth Incentives funds in the amount of $51,020 received from the SJCOG to supplement ATP funding received on the project.

FINANCIAL SUMMARY
With the use of the ATP State grant funds, and the appropriation of Measure K Smart Growth Incentives funds, there will be sufficient funding in the Greater Downtown Bike and Pedestrian Connectivity, Project No. WT22051/State Project No. ATPSB1L-5008(200), to award a Construction Contract to FBD Vanguard Construction, Inc. in the amount of $1,705,804. This project would have no impact on the General Fund.
