RECOMMENDATION
It is recommended that the City Council approve a motion to add additional funding to the existing contract with Co Occupational Medical partners (COMP) for pre-employment health services.
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this agreement.
body
Summary
The City has an existing agreement with Co Occupational Medical Partners (COMP) to provide pre-employment health services. The existing contract term was approved for three (3) years with the option of two (2), one (1) year extensions, with a not-to-exceed of $430,000. We will be extending the contract and are requesting to increase the not-to-exceed amount by $400,000 based on the last three years of expenditures for services. The total maximum compensation for the entire five-year term shall not exceed $830,000.
The proposed contract extension will be effective January 1, 2024, with an option to renew one additional year through December 31, 2025 (Attachment A).
DISCUSSION
Background
On December 15, 2020, City Council approved Motion 2020-12-15-1107 authorizing agreements with the Permanente Group (Kaiser) and Co Occupational Medical Partners (COMP) to provide pre-employment occupational health services for three (3) years with the option of an additional two (2), one (1) year terms. Multiple awards were established to expand the City’s network of services to increase capacity and minimize service delays.
Present Situation
The City is allowing the Permanente Group agreement to expire and will only renew with Co Occupational Medical Partners (COMP) for pre-employment health services. Co Occupational Medical Partners (COMP) has demonstrated the ability to provide all pre-employment health services needed without delays.
FINANCIAL SUMMARY
Expenditures for pre-employment occupational services are based on the number of new hires and requirements for testing. Services can vary and are dependent on job classifications. Depending on the department’s hiring needs, the average cost per service can fluctuate slightly year over year. These expenditures will be based on the scope of services and the listed compensation. As in previous years, funds have been appropriated to cover the cost of these services.
• Human Resources General Fund (pre-employment services for full-time and part-time employees)
• Municipal Utilities Wastewater and Storm Drainage Fund (pre-employment physicals, non-Department of Transportation examinations, Department of Transportation examinations, Hepatitis immunizations, hazmat examinations)
• Community Services Recreation Services Fund (pre-employment services for part-time employees)
• Fire Department General Fund (annual wellness physical examinations)
