APPROVE MOTION TO AUTHORIZE COOPERATIVE PURCHASING AGREEMENT AMENDMENT NO. 1 FOR FACILITIES MAINTENANCE, REPAIRS, AND OPERATING SUPPLIES (MRO), INDUSTRIAL SUPPLIES, AND RELATED PRODUCTS FOR VARIOUS DEPARTMENTS

RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Approve findings pursuant to Stockton Municipal Code Section 3.68.070 in support of an exception to the competitive bidding process.
2. Authorize the City Manager to execute Standard Agreement Amendment No. 1, in the amount of $175,000, with Sid Tool Co., Inc. doing business as MSC Industrial Supply Co for facilities maintenance, repairs, operating supplies, industrial supplies, and related products for various departments.
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary
The City needs to support demand for facilities maintenance, repairs, and operating supplies, industrial supplies, and related products requested by various departments. On January 13, 2026, the City entered into a cooperative agreement with NASPO ValuePoint and the State of Kentucky with an initial term of eight months and renewals totaling up to four years following the initial term in the amount of $100,000, with Sid Tool Co., Inc. doing business as MSC Industrial Supply Co (Attachment A). On February 11, 2026, the state of Kentucky extended this NASPO ValuePoint cooperative agreement through August 31, 2028 (Attachment B).
It is recommended that Council approve a motion authorizing the City Manager to execute Standard Agreement Amendment No. 1 with Sid Tool Co., Inc. doing business as MSC Industrial Supply Co, in the amount of $175,000, for a two-year extension and for a total cost not to exceed the amount of $275,000 (Attachment C). The amendment will extend the contract from August 31, 2026, to August 31, 2028.
DISCUSSION
Background
On January 13, 2026, the City entered into a cooperative agreement with NASPO ValuePoint and the State of Kentucky with Sid Tool Co., Inc., doing business as MSC Industrial Supply Co, with an initial term of eight months and two two-year options for Facilities MRO and Industrial Supplies.
Present Situation
The City still has a need to procure MRO, industrial supplies, and related products to meet department operational and maintenance needs, and this extension will fulfill this need.
It is recommended that Council approve a motion authorizing the City Manager to execute Standard Agreement Amendment No. 1 with Sid Tool Co., Inc. doing business as MSC Industrial Supply Co, in the amount of $175,000, for a two-year extension and for a total cost not to exceed the amount of $275,000 (Attachment C). The amendment will extend the contract from August 31, 2026, to August 31, 2028.
Findings
Pursuant to Stockton Municipal Code (SMC) section 3.68.070, Council may approve findings which support an exception to the competitive bidding process. These findings include:
1. The Commonwealth of Kentucky Master Enabling Agreement provides a competitively procured cooperative purchasing mechanism that allows participating public agencies to obtain goods and services under competitively established terms and conditions.
2. Utilization of the Commonwealth of Kentucky Master Enabling Agreement is in the best interest of the City because it provides access to the required MRO, industrial supplies, and related products without conducting a separate competitive procurement process.
3. The proposed procurement is consistent with the City's procurement requirements and applicable cooperative purchasing authority, and use of the Commonwealth of Kentucky Master Enabling Agreement provides an efficient and cost-effective means of obtaining the required equipment and services
FINANCIAL SUMMARY
There are sufficient funds for these purchases and will be covered by the requesting departments’ such as Public Works and Municipal Utilities existing budget appropriations within their approved budget limits.
There is no additional impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
