RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Authorize the City Manager to accept a California Office of Emergency Services (Cal OES) grant award for the Sexual Assault Specialized Unit Program in the amount of $204,500;
2. Appropriate a 25-percent cash match in the amount of $68,167 for a total program cost of $272,667;
3. Amend the Fiscal Year (FY) 2017-18 Annual Budget to increase the Police Grants & Special Programs expenditure and revenue appropriation by $272,667; and
4. Authorize the City Manager to execute all required contracts or agreements with the granting agency, provide additional information and furnish such documents as may be required, execute all documents and amendments or extensions pertaining to the grant project, and make all required appropriations in compliance with, and for the purposes stated in the project contract.

Summary
On September 21, 2017, the Stockton Police Department (SPD) applied for $204,500 in grant funding from Cal OES for the Sexual Assault Specialized Unit Program to enhance the collaborative program currently in place between the SPD and the Women’s Center Youth & Family Services of San Joaquin County. This is the third and final year of funding in the three-year grant cycle. On January 10, 2018, the SPD was notified by Cal OES that the application was approved for funding in the amount of $204,500 for the period of October 1, 2017, through September 30, 2018. As specified in the application material, the grant requires a 25-percent local match. The matching funds are budgeted in the General Fund grant transfer account budget in the amount of $68,167, bringing the grant total to $272,667. Due to extenuating circumstances with the granting agency, award notifications and receipt of grant agreement documents were significantly delayed; however, Cal OES did confirm all costs incurred between October 1, 2017, and the date of grant agreement execution would be eligible for reimbursement.
DISCUSSION
Background
Cal OES released a Request for Applications on August 28, 2017, for the FY 2017-18 non-competitive round of grant funding under the Sexual Assault Law Enforcement Specialized Units Program. The SPD was successful in its competitive application process in FY 2015-16 and was one of two agencies to be selected for funding by Cal OES. Grant funding for the Sexual Assault Law Enforcement Specialized Units Program covers a three -year funding cycle, with FY 2017-18 being the final year.
Present Situation
The SPD will use this funding to support the Child Abuse/Sexual Assault Unit within the Investigations Division. The focus of these funds remains to investigate sexual assault crimes and providing help and support to the victims.
Specifically, project funds will pay for:
1. One SPD Police Officer Investigator (100%) assigned to the Sexual Assault Unit to help investigate the high number of sexual assault cases.
2. One Victim Advocate (100%) from the Women's Center Youth & Family Services of San Joaquin County.
3. Fifty-percent (50%) of one SPD Community Services Officer to assist in the development of protocol, maintain active case tracking, and develop reports of follow-up services.
4. Grant-related operational expenses and training.
FINANCIAL SUMMARY
The grant award is for $204,500 and requires a City-funded cash match of 25%, or $68,167, for a total cost of $272,667. Grant funds will be placed in Account No. 025-6436. Sufficient funds are available for the $68,167 match in the General Fund grant match transfer Account No. 010-0000-992; the funds budgeted in this account are intended to cover match requirements such as this.
