RECOMMENDATION

 

It is recommended that the City Council approve a motion to establish the Pre-Qualified Construction Contractor Bidders List for the Animal Shelter Renovation, Project No. P023001.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The Stockton Animal Shelter is located at 1575 South Lincoln Street (Attachment A - Vicinity Map). The Animal Shelter Renovation project includes updating the existing facility plus construction of a new building to improve overall functionality and operations. The project will add a cattery, medical facilities, staff offices, restrooms, animal isolation and rehabilitation areas, and conference room space. Updates to the existing Animal Shelter will include network upgrades, backup generators, uninterrupted power supply, a new industrial freezer, and repurposing existing modular buildings on site.

 

On March 11, 2024, Public Works advertised a Request for Pre-Qualifications (RFQ) for the construction of the Animal Shelter Renovation, Project No. P023001.  On April 17, 2024, seven contractors submitted a pre-qualification package. 

 

A Review Committee reviewed the pre-qualification packages and determined six of the seven contractors meet the qualification standards described in the RFQ.  With the establishment of the pre-qualified list, only contractors from the list can submit a construction bid for the project. 

 

It is recommended that Council approve a motion to establish the Pre-Qualified Bidders List for the Animal Shelter Renovation, Project No. P023001.

 

DISCUSSION

 

Background

 

The Stockton Animal Shelter facility is located at 1575 South Lincoln Street in Stockton, CA (Attachment A - Vicinity Map). The facility currently operates with 18 full-time employees and 30 contract and volunteer workers. The Animal Shelter provides medical treatment for up to 10,000 animals annually including spay/neuter, emergency, and dental care.

 

The Animal Shelter Renovation project includes updating the existing facility plus construction of a new building to improve overall functionality and operations. The project will add a cattery, medical facilities, staff offices, restrooms, animal isolation and rehabilitation areas, and conference room space. Updates to the existing Animal Shelter will include network upgrades, backup generators, uninterrupted power supply, a new industrial freezer, and repurposing existing modular buildings on site. 

 

On May 24, 2022, by Resolution No. 2022-05-24-1504, Council authorized a Professional Services Contract with Swatt Miers Architects to prepare plans, specifications, and estimates for the construction of the Animal Shelter Renovation, Project No. P023001.  Final construction documents are now complete, and the project is ready to be advertised for construction.

 

The Public Works Department recommends use of a pre-qualification process to ensure the City obtains a contractor qualified to perform the construction of a project of this size and complexity.  This process will result in a pre-qualified pool of contractors that will be allowed to bid on the project. 

 

Staff created a thorough pre-qualification process to ensure the contractors meet City requirements, have financial stability, and have a high standard for safety and health.  Pre-qualification evaluation criteria have been established to help determine which General Building Contractors are deemed qualified to successfully construct the project.  The criteria used to evaluate prospective contractors were as follows:

 

1.                     Demonstration of similar project experience;

 

2.                     Meet bonding capacity and insurance conditions;

 

3.                     Meet financial requirements;

 

4.                     Company business history and organizational performance;

 

5.                     Company’s compliance with safety, workers compensation, prevailing wage, and apprenticeship laws; and

 

6.                     Satisfactory reference check on two previously completed projects.

 

Contractors that satisfy the above minimum requirements will be placed on the Pre-Qualified Bidders List and allowed to submit construction bids for the project (Attachment B). 

 

Present Situation

 

On March 11, 2024, Public Works advertised for contractors to submit a pre-qualification package for construction of the Animal Shelter Renovation, Project No. P023001.  On April 17, 2024, seven contractors submitted a pre-qualification package:

 

1.                     AMG & Associates, Inc. (Santa Clarita, CA)

 

2.                     CWS Construction Group (Novato, CA)

 

3.                     D.G. Granade, Inc. (Shingle Springs, CA)

 

4.                     F and H Construction (Lodi, CA)

 

5.                     Plant Construction Company, L.P. (San Francisco, CA)

 

6.                     Rodan Builders, Inc. (Hayward, CA)

 

7.                     Stratus Construction Company, Inc. (Stockton, CA)

 

A Review Committee reviewed the pre-qualification packages and determined that six of the seven contractors meet the City’s minimum requirements.  Stratus Construction Company, Inc. does not meet the minimum requirements and will not move forward in the qualification process.

 

Staff recommends Council approve a motion to establish the Pre-Qualified Construction Contractor Bidders List for the Animal Shelter Renovation, Project No. P023001.  With the establishment of the pre-qualified list, only contractors from the list can submit a construction bid for the project. 

 

The project plans are complete and are expected to be advertised for construction in June 2024 to the approved pre-qualified bidders (Attachment B).

 

FINANCIAL SUMMARY

 

There is no financial impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
