RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Authorize the City Manager to execute a three-year contract with two (2) one-year options to extend between the City of Stockton (City) and Delta Aviation Services, LP (Delta) for hangar storage and rental space in an amount not to exceed $127,461.
2. Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.
3. It is further recommended that the City Manager be authorized and directed to make any and all expenditures and appropriations on behalf of the City as appropriate and necessary to carry out the purpose and intent of this motion.

Summary
The Stockton Police Department (SPD) is seeking Council approval for a hanger rental agreement with Delta for storage and rental space. The San Joaquin County - Stockton Municipal Airport (SMA) is the closest airport, providing optimal operational efficiency as the base and storage facility for the SPD’s helicopter, allowing it to be in the air and on the scene for immediate assistance. This access can provide a call for service in as little as 2 minutes. There are no other commercial hanger spaces available that offer fuel, a helipad, and secured space within a 40-mile radius. The hanger includes office space for the employees assigned to the Air Support Unit in which flight plans, supplies, and equipment are stored and easily accessible. The current contract with Delta expires on January 31, 2025. The proposed term would be a three-year contract with two (2) one-year options to extend.
DISCUSSION
Background
In July 2018, SPD researched hangar availability options after purchasing the helicopter, resulting in the SMA being the most suitable for the department's needs. The nearest option other than SMA was Livermore Airport. Which was significantly more expensive, with a 15-minute flight minimum to reach Stockton City limits and a 45-minute drive to reach the hangar from the Stockton Police Facility. This presents significant delays and inefficiencies because it removes the ability to rapidly respond to incidents as they occur. No other commercial hanger spaces offer fuel, a helipad, a secured space within a 40-mile radius, and office space for the employees assigned to the Air Support Unit. In February 2019, the City entered a contract with Delta to rent a hangar space at the SMA for the storage of SPD’s aircraft.
Present Situation
The City is currently contracted with Delta to store SPD’s aircraft. The current contract is due to expire on January 31, 2025. The hanger space, with an adjacent helipad, allows the helicopter to be in the air and on scene for immediate assistance on a call for service in as little as two minutes. The hanger space is secured, covered, and includes onsite fuel. Delta provides office space for the employees assigned to the Air Support Unit in which fight plans, supplies, and equipment are stored and easily accessed.
Findings
Stockton Municipal Code section 3.68.070 provides for an exception to the competitive bidding requirements in cases wherein the City Council has made findings that support and justify the purchase via a single available source.
Findings to support the purchase are as follows:
1. The Stockton Municipal Airport, operated by Delta, is the closest airport and, therefore, provides optimal operational efficiency as the base and storage facility for the Police Department's helicopter.
2. No other commercial hangar spaces in the area offer fuel, a helipad, and secured space within a 40-mile radius.
3. Office space is available for the employees assigned to the Air Support Unit in which flight plans, supplies, and equipment will be stored and easily accessed with an adjacent helipad.
FINANCIAL SUMMARY
The total proposed cost for the three-year agreement with Delta (Attachment A) shall not exceed $127,461. The funding will be included in the FY 2024-25 Police Department, Patrol, Special Services, General Fund account.
