APPROVE MOTION TO EXECUTE AN AMENDMENT TO THE STANDARD AGREEMENT WITH KRUEG THERAPY SERVICES, INC. IN THE AMOUNT OF $108,700

RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Authorize the City Manager to approve Amendment No. 1 with Krueg Therapy Services (Krueg), in the amount of $108,700; and
2. Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process; and
3. It is further recommended that the City Manager is hereby authorized and directed to make any and all expenditures and appropriations on behalf of the City as appropriate and necessary to carry out the purpose and intent of this motion.

Summary
The Stockton Police Department (SPD) is seeking to continue the services of a Licensed Clinical Social Worker (LCSW). The purpose of having an LCSW is to provide counseling, evaluation, intervention, and case management services to those suffering from various mental, social, familial, physical, and medical matters. Krueg’s primary focus is on First Responders specifically law enforcement officer mental well-being. It is important for personnel to have resources that are not only culturally competent but also informed on the types of traumas that are specific to law enforcement professionals. Krueg has engaged services for that go above and beyond normal clinical support. SPD intends to extend the current agreement by one (1) year to continue the essential services of Krueg, not to exceed $108,700 (see Attachments A and B).
DISCUSSION
Background
On September 11, 2024, the City Manager approved the Krueg Agreement for a LCSW under the Officer Wellness and Mental Health Grant Award through the Board of State and Community Corrections (BSCC) for $95,000. Officers have expressed difficulty in finding counseling resources that can address day-to-day traumas, critical incident stress, and the overall impacts of the law enforcement environment. Due to a lack of understanding of the job parameters or the impacts of ongoing critical incident stress/trauma, finding a provider that can effectively treat those in the law enforcement community is difficult but is the key to receiving officer engagement. Receiving the buy-in from SPD officers is a crucial element to the success of mental health care regimes.
Present Situation
SPD identified Krueg as its preferred LCSW due to the primary focus of law enforcement mental wellbeing. It is important for SPD personnel to have resources that are not only culturally competent but also informed about the types of traumas that are specific to the law enforcement profession. Krueg has engaged services that go above and beyond normal clinical support.
In 2022, SPD received the BSCC Wellness Grant specifically for the purpose of developing and/or growing an Organizational Wellness Unit. As the Wellness Unit has been a prioritized area in SPD in the past few years, BSCC funding has assisted with the ideas to continue the efforts for this growth. As Krueg is the first on-site LCSW, it has presented how and where SPD can enhance the Wellness Unit.
Findings
Stockton Municipal Code section 3.68.070(A)(4) provides an exception to the competitive bidding process for sole source vendors in cases where the City Council has approved findings that support and justify the exception. The findings are as follows:
1. Krueg is the only social worker in the area to provide on-site LCSW for counseling, evaluation, intervention, and case management services to those who are suffering from a variety of mental, social, familial, physical, and medical issues.
2. Krueg provides a unique qualification to serve the department as she has worked alongside law enforcement in child sex crimes, sexual abuse sweeps and suspicious child death.
3. Contracting with Krueg will allow SPD to continue to provide officers with in-house counseling.
FINANCIAL SUMMARY
The total proposed cost for the one (1) year amendment with Krueg shall not exceed $108,700. Funding is available in the FY 2025-26 Police Department’s Special Grants Prepaid Account until the BSCC grant expires December 1, 2025; totaling $81,200. Remaining funds are available in the FY 2025-26 Police Department’s Administrative Division General Fund; totaling $27,500.
