RECOMMENDATION

 

It is recommended that the City Council approve a motion to:

 

1.                     Approve findings pursuant to the Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.

 

2.                     Authorize the City Manager to execute a three-year Agreement between the City of Stockton and Dr. Jocelyn E. Roland in an amount not to exceed $176,760.

 

It is further recommended that the City Manager, or designee, be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Stockton Police Department (SPD) has used police and public safety psychologist, Dr. Jocelyn E. Roland, for critical incident debriefing, including officer-involved shootings, for many years. Dr. Jocelyn E. Roland has provided these services for the SPD since 2008 and is the only board-certified police and public safety psychologist within an 80-mile radius of Stockton. SPD is currently in the final year of an agreement to provide psychological services with Dr. Roland, ending June 30, 2026. Staff recommends the City Council approve a new three-year agreement in a total amount not to exceed $176,760. (Attachments A and B)

 

DISCUSSION

 

Background

 

The SPD has continued to support its department’s Wellness Program. This program is focused on the mental and physical health of all SPD employees. It serves as an invaluable resource for helping employees integrate into the SPD and the City of Stockton's dynamic environment. Psychological services are needed to ensure the well-being of SPD personnel and are imperative to the success of the department’s Wellness Program. Access to a licensed, specifically trained, and experienced police psychologist ensures that the services provided meet the unique needs of the SPD personnel.

 

Dr. Roland has over 30 years of experience working with and aiding police and public safety personnel. She has been Board-Certified in Police and Public Safety Psychology since the inception of this specialty Board in 2011 through the American Board of Professional Psychology. She is the only Board-Certified Specialist within a roughly 80-mile radius of the City of Stockton. Her practice is in Modesto, CA, which allows for confidentiality of personnel seeking treatment. Additionally, she accommodates travel as needed for meetings, debriefings, and other requested services that require delivery on SPD grounds.

 

Dr. Roland has extensive experience in developing wellness programs within law enforcement agencies, advising, training, and otherwise supporting staff in an effort to prevent issues that may cause interruption to the department, such as stress or post-traumatic stress disorder, anger control, domestic issues, addiction, sick leave abuse, and other areas of mental health.

 

Present Situation

 

Under the current contract, Dr. Roland provides confidential counseling sessions available to all full-time Police Officers, Telecommunicators, Evidence Technicians, and Community Service Officers, as well as their dependents, at no cost to the covered employee. She accommodates urgent appointments for time-sensitive interventions such as post-incident debriefings regarding officer-involved shootings, line-of-duty death, or serious employee injuries. In addition, she is available for consultation with department members 24 hours a day for emergency and non-emergency situations.

 

The current agreement is a two-year contract, expiring June 30, 2026, at a cost of $117,840. Staff recommends that the City Council authorize a new 3-year contract for an amount not to exceed $176,760.

 

Findings

 

Pursuant to Stockton Municipal Code Section 3.68.070, the City Council may approve findings that support an exception to the competitive bidding process. The exceptions apply here for the following reasons:

 

1.                     Due to her long-standing relationship with SPD, Dr. Roland can provide the unique type of psychological services needed to ensure the well-being of SPD personnel.

 

2.                     Dr. Roland is Board Certified in Police and Public Safety Psychology and has over 30 years of experience developing and implementing wellness programs for law enforcement agencies.

 

3.                     Dr. Roland is the only Board-Certified Psychologist within a roughly 80-mile radius of the City of Stockton that can meet SPD’s needs for psychological services.

 

4.                     Dr. Roland arranges urgent appointments for time-sensitive interventions and is available to department members 24 hours a day for consultation.

 

FINANCIAL SUMMARY

 

The total proposed cost of the three-year agreement is $176,760 at an annual rate of $58,920. Sufficient funds for the first year are budgeted in FY 2026-27 Police Department General Fund Personnel Account 3511-301-630006-100-000-20-35-000-000. Budget for the subsequent years will be subject to Council approval during the annual budget development process.
