RECOMMENDATION
It is recommended that City Council adopt a resolution reappointing Commissioner Gary Lambdin to the San Joaquin County Mosquito and Vector Control District Board, for a term commencing immediately and ending December 31, 2028.

Summary
There is one vacancy on the San Joaquin County Mosquito and Vector Control District Board created by the expiring term on December 31, 2024, of the City's appointed board member, Gary Lambdin. City Clerk initiated a recruitment to fill this vacancy, and scheduled interviews with the qualified applicants. Interviews were conducted on November 26, 2024, at which the incumbent, Gary Lambdin was the only applicant to appear.
DISCUSSION
Background
The function of the San Joaquin County Mosquito and Vector Control Board is to provide direction and governance to the District concerning the control of vectors, such as mosquitoes and ticks, and vector-borne diseases, such as West Nile virus and Lyme. Control services are provided to all lands, both private and public, within San Joaquin County and its political subdivisions.
Present Situation
With Gary Lambdin being the only applicant to interview, Council Policy 3.02 Section 11. F. provides that if the number of applicants is less than or equal to the number of vacancies, Council may proceed to fill any number of vacancies from the available list. Subject to Council ratification, it is recommended that Gary Lambdin be appointed to a four-year term commencing immediately and ending December 31, 2028.
FINANCIAL SUMMARY
There is no financial impact to the City as a result of this appointment.
