RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Ratify a grant agreement with California Volunteers in the amount of $1,773,664.00; and

 

2.                     Authorize the City Manager to appropriate grant funds for the CaliforniansForAll Youth Jobs Corps in the amount of $1,773,664.00.

 

It is also recommended that the City Manager be authorized to take any appropriate and necessary actions to carry out the purpose and intent of the resolution.

Summary

 

The CaliforniansForAll Youth Jobs Corps is administered by California Volunteers. In partnership with local governments and community-based organizations across the state, the CaliforniansForAll Youth Jobs Corps employs young people to help tackle critical issues in priority areas: COVID-19 recovery, food insecurity, and climate action. Youth are supported with at least minimum wage and essential wrap-around services like case management, résumé preparation, special job training, and other benefits to help ensure both their short- and long-term success. The Youth Jobs Corps has three core goals: increase employment for underserved youth across California, develop meaningful public service career pathways, and enhance local government capacity to address challenges in key focus areas.

 

Staff are seeking City Council’s authorization to accept the grant funding in the amount of $1,773,664 for the CaliforniansForAll Youth Jobs Corps Program.

 

DISCUSSION

 

Background

 

The California Volunteers’ CaliforniansForAll Youth Workforce Development Program is a Governor’s initiative that is partnering with California cities to bolster youth workforce engagement and interest in critical career pathways. California Volunteers’ mission is to promote service and volunteerism to tackle state and local issues. The City was issued a $4.3M Round 1 award in late 2021 to create, develop, and facilitate a robust workforce program to address the focus areas of climate, food insecurity, and local COVID-19 recovery. The City utilized Round 1 funding to create the Stockton Youth Employment Summer Success (YESS) program, as well as to fund four external entities to expand their existing workforce programs. Overall, the City’s Round 1 Youth Jobs Corps funding created over 440 paid opportunities for youth throughout the City of Stockton through 2023 and 2024 to date.

 

Present Situation

 

The State of California awarded the City of Stockton a $1,773,664 Round 2 Youth Jobs Corps grant to continue its Stockton Youth Employment Summer Success program and support external programs. Round 2 funding is available through December 31, 2025, which will allow the City to host another year of Stockton YESS, offer some support to a local youth workforce partner, and continue to support its grant-funded Program Manager. External youth workforce partners will be identified through a competitive procurement process following past practice with round 1 funding and standard City processes.

 

On June 18, 2024, the City was notified that the State would impose a strict deadline of June 30, 2024 to receive executed documents from local agencies. As such, the City Manager proceeded with executing the agreement (Exhibit 1) to ensure the City did not inadvertently forfeit the State appropriated funding. 

 

FINANCIAL SUMMARY

 

The City and its subcontractors will pay for project related expenses in full and then submit documentation for reimbursement through this grant. There will be no impact to the General Fund, all related costs will be supported by the grant funding. No matching funds are required for this grant. An appropriation of revenue and expenditures of $1,773,664 is necessary in the City Manager’s Special Grants Fund - Reimbursement, General Administration Division.
