RECOMMENDATION

 

It is recommended that the City Council approve a resolution:

 

1.                     Appointing Katherine Roland as the City Clerk for the City of Stockton; and

 

2.                     Authorizing the Mayor, on behalf of the City Council, to execute an employment contract with Katherine Roland setting forth the conditions of employment.

DISCUSSION

 

Background

 

On May 14, 2024, the City Council appointed Katherine Roland as the Interim City Clerk. Following her appointment, the Council retained an outside recruiter to help conduct a nationwide search with a focus on California, for the next Stockton City Clerk. Following a months-long process, the City Council narrowed down the list of qualified candidates and conducted final interviews on October 30, 2024.

 

Present Situation

 

The City Council now desires to appoint Katherine Roland to the position of City Clerk subject to the terms and conditions of the Agreement (Exhibit 1 to the Resolution).

 

FINANCIAL SUMMARY

 

The annual base salary for Katherine Roland is $181,679.52. The total annual compensation for the City Clerk position, which includes salary and benefits, is $274,470.15. The City Clerk’s budget accounted for in 1110-000-610000-100-000-10-11-000-000, has sufficient funds and appropriation to support this appointment and no additional general fund appropriation is required for FY 2024-25.
