Summary
At the Council meeting on January 23, 2024, the City Council reviewed the Fiscal Year 2022-23 Fourth Quarter Budget Status Update, approved $17,450,000 in Council priority projects, and directed $4,000,000 to be brought back to the City Council for allocation after review by the Council Budget/Finance/Economic Development Committee (Committee). Resolution 2024-01-23-1501 (Attachment A) allocated the $17,450,000 to projects.
At the Committee meeting on March 29, 2024, City staff provided an update on the approximately $51 million that has been allocated to 67 Council Priority projects since Fiscal Year 2020-21. In addition, the Committee discussed the use of the $4,000,000. The Committee recommended a motion to go to the City Council for consideration of $1,000,000 to be allocated to the Stockton Shelter Navigation Center, which was subsequently approved by Council at its May 21, 2024 meeting.
The Committee also requested staff to return with additional information and cost estimates for several projects not included in the list of recommended projects provided at the March 29, 2024 Committee meeting, for consideration as potential projects for the remaining $3 million in discretionary funds. These projects included Haggin Museum repairs, Grupe Park pickleball courts, Lincoln Road/Alexandria clean-up, Mormon Slough improvements, Gospel Center Rescue Mission Shelter, NOFA for food insecurities, and the Chamber of Commerce’s STAART Program.
The Committee reconvened on May 1, 2024, during which staff provided additional information and cost estimates for several of the projects identified by the Committee at the prior meeting:
1. Haggin Museum Repairs - $550,000
• Restoration of old asphalt and addition of a new decorative concrete/brick walkway.
2. Grupe Park Pickleball Courts - $302,500
• Pickle ball courts, converting current courts or adding new courts.
3. Lincoln Rd meets Alexandria Clean-up (Five Mile Creek) - $65,000
• Clean up on east side.
4. Mormon Slough Improvements - $1,500,000
• Extensive sidewalk repairs.
Staff also reviewed the Gospel Center Rescue Mission, STAART Program, and Food Insecurities projects and recommended the Committee not allocate discretionary funds toward these projects.
The Committee requested staff return at the next scheduled meeting and provide updated and/or revised cost estimates and recommendations for several of the projects. These updates are as follows:
1. Gospel Center Rescue Mission
• Staff continue to recommend no funding allocation after review of the additional information provided by the non-profit since the last Committee meeting.
2. Mormon Slough Improvements - $425,000
• Extensive sidewalk repairs - excluding Stanislaus St.
3. Lincoln Rd meets Alexandria Clean-up (Five Mile Creek) - $130,000
• Clean up on east and west side.
4. Formation of a Maintenance District for Five Mile Creek - $100,000
5. Swenson Park Miniature Golf - $433,057
• Provide recommendation of build estimate.

The Committee is to discuss the possible allocation of the remaining $3,000,000 and making a recommendation that will be brought back to the full City Council. The grand total of the estimated costs associated with all the above projects (including Grupe Park pickleball courts and excluding Haggin Museum repairs) is $2,710,557.
