ADOPT RESOLUTION TO AUTHORIZE THE CANNERY PARK (2.7 ACRES) PROJECT

RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Transfer funds in the amount of $1,068,458.36 from the Oakmore and Montego Park, Project No. WP13254, to the Cannery Park (2.7 Acres), Project No. WP13270.
2. Transfer funds in the amount of $772,542 from the Fong Park Phase II, Project No. WP13207, to the Cannery Park (2.7 Acres), Project No. WP13270.
3. Transfer funds in the amount of $763,631 from the Equinoa Park, Project No. WP13173, to the Cannery Park (2.7 Acres), Project No. WP13270.
4. Transfer funds in the amount of $409,769.70 from the Cannery Park (7.48 Acres), Project No. WP22013, to the Cannery Park (2.7 Acres), Project No. WP13270.
5. Transfer funds in the amount of $200,000 from the Victory Park Pool, Project No. CR18020, to the Cannery Park (2.7 Acres), Project No. WP13270.
6. Appropriate funds in the amount of $300,000 from the Public Facility Fee Parkland Fund Balance to the Cannery Park (2.7 Acres), Project No. WP13270.
7. Approve Notice of Exemption No. NOE13-23 under the California Environmental Quality Act for the Cannery Park (2.7 Acres), Project No. WP13270.
8. Approve the plans and specifications for the Cannery Park (2.7 Acres), Project No. WP13270.
9. Award a Construction Contract in the amount of $3,000,000 to Abide Builders, Inc. of West Sacramento, CA, for the Cannery Park (2.7 Acres), Project No. WP13270.
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary
The Cannery Park (2.7 Acres) park site, now named Carol Naomi Trujillo Hadley Park, is located at 10414 Valens Way, and is in the Cannery Park Unit 4 Subdivision (Attachment A). The parcel is currently vacant. The project will develop a neighborhood park at this site. Improvements include open turf areas, a playground, a small group picnic shelter, picnic tables, drinking fountains, a tubular steel fence along the Woodbridge Irrigation District (WID) canal (requested by WID), pickleball and half basketball courts, and a looped concrete pathway with pathway lighting. The project was included in the 2021-26 Five-Year Capital Improvement Plan (CIP).
On September 11, 2025, the City received five bids for this project. It is recommended that Council award a Construction Contract to the lowest responsible bidder, Abide Builders, Inc., in the amount of $3,000,000. It is also recommended that Council adopt a resolution approving Notice of Exemption No. NOE13-23 under the California Environmental Quality Act (CEQA), approving the plans and specifications, and transferring and appropriating funds for the project.
Construction is anticipated to begin in spring 2026 and be completed by winter 2026, weather permitting.
DISCUSSION
Background
The Cannery Park (2.7 Acres) park site, now named Carol Naomi Trujillo Hadley Park, is located at 10414 Valens Way, and is in the Cannery Park Unit 4 Subdivision (Attachment A). The parcel is currently vacant. The park is generally situated between Eight Mile Road and Morada Lane, east of the Union Pacific Railroad tracks. Homes surrounding the park were completed in approximately 2016-2017. Implementation of park design and construction was deferred based on park priorities and funding. Construction of higher priority parks is now in progress, and the Cannery Park 2.7 Acres park site is the next priority for development.
The project will develop a neighborhood park at this site. Improvements include open turf areas, a playground, a small group picnic shelter, benches, picnic tables, drinking fountains, a tubular steel fence along the WID canal (requested by WID), pickleball and half basketball courts, a small area with skatepark features, trash receptacles, a pet waste station, a looped concrete pathway with pathway lighting, and waterwise landscaping with trees. The project was included in the 2021-26 Five-Year CIP.
In 2023, the City contracted O’Dell Engineering to conduct public outreach and to prepare the plans and specifications for the project. The City held two community design workshop meetings where a conceptual plan was presented to the public for design input. In addition, the conceptual plan was posted in an on-line survey on the City’s website. Public input was then incorporated into the final park design.
On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA). The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date. On July 16, 2019, by Motion No. 2019-07-16-1403, Council extended the CWTA term to August 25, 2024. On August 20, 2024, by Motion No. 2024-08-20-1203, Council extended the CWTA term to August 25, 2029. The CWTA was applied to this project as the estimated construction cost is over $1 million.
Present Situation
On August 12, 2025, the Cannery Park (2.7 Acres), Project No. WP13270, was advertised for bids. On September 11, 2025, five bids were received with the following results:

The requirements of Stockton Municipal Code (SMC) section 3.68.090, Local Business Preference, apply to this project. Odyssey Environmental Services, Inc. and Soracco, Inc. are located within San Joaquin County limits and are entitled to a two percent bid preference (shown as the Adjusted Bid Amount). Application of the Local Business Preference has no effect on the bid order. The Local Employment Ordinance, SMC section 3.68.095, also applies to this contract.
The base bid from Abide Builders, Inc., the lowest responsible bidder, is regular in all respects and has the proper license to perform the work. It is recommended that Council approve the plans and specifications, and award a Construction Contract to Abide Builders, Inc., in the amount of $3,000,000, for the Cannery Park (2.7 Acres), Project No. WP13270.
The project is in conformance with the City’s General Plan, pursuant to California Government Code, section 65402, and is categorically exempt from the requirements of CEQA as specified under Section 15332 of the CEQA Guidelines. The activities related to this project constitute a discretionary project under the City’s jurisdiction and qualifies as a project that does not have a significant effect on the environment. The resolution will approve the filing of Notice of Exemption No. NOE13-23 under CEQA.
Construction is anticipated to begin in spring 2026 and be completed by winter 2026, weather permitting.
FINANCIAL SUMMARY
The recommended transfers are either surplus funds from projects that are completed, or funds for projects that will not be proceeding in the foreseeable future.
With the transfer and appropriation of funds to the Cannery Park (2.7 Acres), Project No. WP13270, there will be sufficient funding available to award a Construction Contract to Abide Builders, Inc. in the amount of $3,000,000.
There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
