It is recommended that the City Council adopt a resolution establishing new classified classification specifications of Emergency Communications Manager and Fire Services Administrator for the Stockton Fire Department and approve the proposed salary ranges.

Summary

 

The City Council is being asked to establish the proposed new single-incumbent civilian classifications entitled Emergency Communications Manager and Fire Services Administrator and the proposed salary ranges.

 

DISCUSSION

 

Background

 

The Stockton Fire Department requested two new civilian classifications be created as a necessary step towards the reorganization of the Department’s management structure. Currently, there is a wide range of administrative and technical responsibilities assigned to sworn command staff. As emergency service delivery expands, the proposed civilian classifications will serve as integral administrative and technical leadership that will relieve the sworn command staff and allow them to appropriately focus on operational command, emergency readiness, personnel leadership, and core responsibilities essential to public safety. This structure creates a clear and sustainable management framework for the Fire Department to meet regional public safety demands.

 

Classifications:

The proposed Emergency Communications Manager classification (Attachment A) is a single, non-sworn management position that will reside within the Fire Department’s Emergency Communications Division. The Emergency Communications Manager will plan, organize, and direct the programs and operations of the regional 24-hour Fire and EMS emergency communications center serving multiple jurisdictions, including the design, deployment, and maintenance of all communication equipment and systems. If approved, this classification will be included in the Civil Service system and placed in the Mid-Management Level bargaining unit. In addition, this classification will be exempt under the Fair Labor Standards Act.

 

The proposed Fire Services Administrator classification (Attachment B) is a single, non-sworn bureau-management position with oversight of the Stockton Fire Department’s Administrative Bureau. The Fire Services Administrator will be responsible for the Fire Department’s budget, finance, developing goals and objectives, administering the annual budget, grants, and managing the day-to-day operations and administrative staff within the Administrative Bureau. This is the highest civilian level classification within the Fire Department, providing direct assistance to the Fire Chief in the oversight and maintenance of budget controls. If approved, this classification will be included in the Civil Service system and will be Unrepresented - Middle Management. In addition, this classification will be exempt under the Fair Labor Standards Act.

 

Salary Ranges: Staff recommends the following annual salary plans by step:

FINANCIAL SUMMARY

 

The table below reflects the FY 2025-26 annual salary and benefit costs of the proposed new classifications.  The additional costs generated by these new classifications will be funded through the existing FY2025-26 Fire Departments Budget.
