ADOPT RESOLUTION TO AUTHORIZE THE AIRPORT WAY BRIDGE OVER MORMON SLOUGH FIRE REPAIR PROJECT

RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Appropriate funds in the amount of $20,000 from the Municipal Utilities Department Stormwater Fund to the Airport Way Bridge Over Mormon Slough Fire Repair, Project No. WT19009.

 

2.                     Transfer funds in the amount of $300,000 from the Citywide Bridge Slope Protection, Project No. WT22039, to the Airport Way Bridge Over Mormon Slough Fire Repair, Project No. WT19009.

 

3.                     Transfer funds in the amount of $483,000 from the Bridge Maintenance Program, Project No. WT23010, to the Airport Way Bridge Over Mormon Slough Fire Repair, Project No. WT19009.

 

4.                     Approve the Notice of Exemption No. NOE50-23 under the California Environmental Quality Act for the Airport Way Bridge Over Mormon Slough Fire Repair, Project No. WT19009.

 

5.                     Approve the plans and specifications for the Airport Way Bridge Over Mormon Slough Fire Repair, Project No. WT19009.

 

6.                     Award a Construction Contract in the amount of $908,369 to Valentine Corporation of San Rafael, CA, for the Airport Way Bridge Over Mormon Slough Fire Repair, Project No. WT19009.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Airport Way Bridge Over Mormon Slough Fire Repair project will include concrete repairs, reconstruction of the embankment fill, and installation of concrete slope paving and rip-rap under the bridge (Attachment A). 

 

Design of the project was completed by Siegfried Engineering, Inc. of Stockton, CA, in September 2024.  On September 13, 2024, the Airport Way Bridge Over Mormon Slough Fire Repair, Project No. WT19009, was advertised for bids.  On October 10, 2024, three bids were received.  Valentine Corporation submitted the lowest responsive bid in the amount of $908,369.  It is recommended that Council award a Construction Contract to Valentine Corporation, in the amount of $908,369.  It is also recommended that Council adopt a resolution approving Notice of Exemption No. NOE50-23 under the California Environmental Quality Act (CEQA), approving the plans and specifications for the project, and taking all recommended financial actions. Construction is anticipated to be completed by winter 2025.

 

DISCUSSION

 

Background

 

In 2018 and 2021, fires were sustained under the Airport Way Bridge over Mormon Slough due to vandalism from homeless encampments.  Structural engineers have completed evaluations of the bridge and determined the structural integrity of the bridge is satisfactory for normal use and operation; however, maintenance repairs are necessary.

 

Repairs are needed to the bridge’s abutments and concrete deck.  Restoration is also needed for the embankment that has been excavated by unsheltered individuals.  The Airport Way Bridge Over Mormon Slough Fire Repair project will include concrete repairs, reconstruction of the embankment fill, and installation of concrete slope paving and rip-rap (large jagged shaped rocks) under the bridge (Attachment A).  Installation of concrete slope paving at the abutments and river rock at the channel bottom is intended to prevent future vandalism to the abutments and other structural components of the bridge.  Preventative measures such as concrete slope paving and rip-rap will be evaluated for use on all future projects where applicable.  

 

On July 22, 2022, the City retained Siegfried Engineering, Inc. to prepare the plans, specifications, and estimate (PS&E) for the construction of the project.  The PS&E were completed, and the project was advertised for construction bids on September 13, 2024.

 

On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA). The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date. On July 16, 2019, by Motion No. 2019-07-16-1403, Council extended the CWTA term to August 25, 2024. On August 20, 2024, by Motion No. 2024-08-20-1203, Council extended the CWTA term to August 25, 2029. The CWTA was not applied to this project because the engineer’s estimate was under $1 million.

 

Present Situation

 

On September 13, 2024, the Airport Way Bridge Over Mormon Slough Fire Repair, Project No. WT19009, was advertised for bids. On October 10, 2024, three bids were received with the following results:

The contract award is based on the lowest responsive bid for the Base Bid.  It is the City’s sole discretion to add, or not add, the Alternative Bid(s) to the Base Bid contract.  The base bid from Valentine Corporation is the lowest responsive bid and regular in all respects.  Valentine Corporation has the proper license to perform the work.  Staff recommends Council approve the plans and specifications for the project and award a Construction Contract to Valentine Corporation of San Rafael, CA, in the amount of $908,369 for the base bid plus the alternate bid.

 

The project is in conformance with the City’s General Plan, pursuant to California Government Code, section 65402, and is categorically exempt from the requirements of CEQA as specified under Section 15301(d) of the CEQA guidelines.  The activities related to this project constitute a discretionary project under the City’s jurisdiction and qualifies as a project that does not have a significant effect on the environment. This resolution will approve the filing of Notice of Exemption No. NOE50-23 under CEQA.  Construction is anticipated to be completed by winter 2025. 

 

FINANCIAL SUMMARY

 

There is insufficient budget in the Airport Way Bridge Over Mormon Slough Fire Repair, Project No. WT19009, to award a Construction Contract in the amount of $908,369 to Valentine Corporation. The resolution includes the following actions to provide sufficient funding to award a Construction Contract and to fund all other construction related costs to complete the project:

 

1.                     Appropriation of funds in the amount of $20,000 from the Municipal Utilities Department Stormwater Fund to the Airport Way Bridge Over Mormon Slough Fire Repair, Project No. WT19009.

 

2.                     Transfer of funds in the amount of $300,000 from the Citywide Bridge Slope Protection, Project No. WT22039, to the Airport Way Bridge Over Mormon Slough Fire Repair, Project No. WT19009.

 

3.                     Transfer of funds in the amount of $483,000 from the Bridge Maintenance Program, Project No. WT23010, to the Airport Way Bridge Over Mormon Slough Fire Repair, Project No. WT19009.

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
