ADOPT A RESOLUTION AUTHORIZING A CONTRACT WITH EVOQUA WATER TECHNOLOGIES FOR THE PURCHASE OF HYDROGEN PEROXIDE FOR WASTEWATER TREATMENT

RECOMMENDATION
It is recommended that the City Council approve a resolution to:
1. Accept the specifications and addenda for the Request for Sealed bids for the purchase of Hydrogen Peroxide for wastewater treatment, PUR 26-020 (Exhibit 1 to the Resolution).
2. Authorize a five-year contract with Evoqua Water Technologies LLC (Evoqua), of Sarasota, Florida, for the purchase of hydrogen peroxide for wastewater treatment in an amount not-to-exceed $1,297,100 (Exhibit 2 to the Resolution).
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary
The Municipal Utilities Department (MUD) personnel operate and maintain the Regional Wastewater Control Facility (RWCF), an advanced tertiary wastewater treatment facility with a 55 million-gallon per day (MGD) capacity located adjacent to the San Joaquin River.
The RWCF currently uses ferric chloride in combination with hydrogen peroxide to reduce hydrogen sulfide concentrations in the wastewater treatment process. Hydrogen sulfide is a corrosive compound that, if not properly managed, can lead to premature infrastructure failure and costly repairs.
Staff recommend awarding a five-year contract to Evoqua, of Sarasota, Florida, for the purchase of Hydrogen Peroxide for wastewater treatment, in an amount not-to-exceed $1,297,100.
DISCUSSION
Background
The RWCF currently uses ferric chloride in combination with hydrogen peroxide to reduce hydrogen sulfide concentrations in the wastewater treatment process. Hydrogen sulfide is a corrosive compound that can cause premature infrastructure failure and costly equipment repairs if not properly managed. To mitigate these risks, hydrogen peroxide is injected into the wastewater influent prior to treatment. The dosing rate is controlled by operators and monitored through the onsite Supervisory Control and Data Acquisition (SCADA) system.
Present Situation
On January 29, 2026, an Invitation to Bid for the purchase of hydrogen peroxide for wastewater treatment (PUR 26-020) was publicly advertised in the Legal Notice Section of The Record and on the City’s Bid Flash webpage. Additionally, staff sent the bid specifications to prospective bidders via AskStockton.

The bid submitted by Evoqua is regular in all aspects, meets the City’s specifications, and is recommended by staff. The proposed contract is for the purchase and delivery of 90,000 gallons per year. Actual chemical usage will vary, and the City will pay only for the quantity of chemicals delivered.
FINANCIAL SUMMARY
Annual pricing will be reviewed and adjusted each year based on the April annual average Producer Price Index (PPI) for Chemicals and Transportation, with adjustments taking effect on July 1. For budgeting purposes, an annual increase of three percent (3%) has been assumed over the five-year period reflected above; however, actual costs may vary depending on index fluctuations and chemical usage each year.
The first year of the contract is estimated at $244,269 with funding to be made available upon City Council approval of the FY 2026-27 annual budget from the RWCF Wastewater Utility account (6513-000-650005-610-000-00-65-000-000).
Funding for subsequent years will be budgeted within the same account and will remain subject to City Council approval through the annual budget development process.
This action has no impact on the General Fund or any other unrestricted funds.
