Summary
City staff will present an update on the implementation of the Marshall Plan through March 31, 2026.
DISCUSSION
Background
One of the City Council’s Strategic Initiatives to reduce crime and enhance public safety is the Marshall Plan on Crime (Marshall Plan). The Marshall Plan is a comprehensive, multi-jurisdictional strategy to address the violence throughout San Joaquin County.
In November 2013, Stockton voters approved Measure A and the companion Measure B, providing funding to implement four key components of the Marshall Plan:
1. Rebuild the Stockton Police Department by adding 120 new police officers and 33 civilian support positions.
2. Expand the Neighborhood Services Section.
3. Establish a Neighborhood Betterment Team.
4. Establish the Office of Violence Prevention.
Present Situation
POLICE DEPARTMENT
Within the law enforcement profession, natural attrition affects overall staffing levels throughout the year. Staffing levels fluctuate as officers progress through the police academy and field training program and as employees separate from service due to retirements, injuries, career advancement, or other employment opportunities.
On December 5, 2023, the City Council approved the renewal of Measure A and the implementation of a recruitment and retention plan with the Stockton Police Officers’ Association. This action reallocated funding from 60 vacant sworn positions to support recruitment and retention efforts addressing police officer shortages. The recruitment and retention plan became effective on April 1, 2024.
Staffing Data as of March 31, 2026:

• 30 total officers hired as of 3/31/2026
• 41 total officers separated as of 3/31/2026

ii. 187 filled positions (as of 3/31/206)
iii. 49 vacancies (as of 3/31/2026)
• 23 out of the 33 professional support positions were filled (as of 3/31/2026)
• These positions included police records assistants, telecommunicators, administrative analysts, property clerks, evidence technician, program manager, and a police services manager.
