ADOPT RESOLUTION TO AUTHORIZE THE DOWNTOWN EAST-WEST CONNECTION IMPROVEMENTS PROJECT (MULTIPLE DISTRICTS - DISTRICT 4, DISTRICT 5)

RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Approve the plans and specifications for the Downtown East-West Connection Improvements, Project No. WT22050/Federal Project No. ATPL-5008(199).
2. Award a Construction Contract in the amount of $1,385,000 to Rapid Services, LLC dba Rapid Grading Services of Hayward, CA, for the Downtown East-West Connection Improvements, Project No. WT22050/Federal Project No. ATPL-5008(199).
It is recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary
The Downtown East-West Connection Improvements, Project No. WT22050/Federal Project No. ATPL-5008(199), will construct bicycle facilities and pedestrian improvements on Park Street, Oak Street, Fremont Street, Pilgrim Street, Yosemite Street, and Pershing Avenue (Attachment A). The project will restripe the roadway to add bicycle facilities, upgrade sidewalk corners to Americans with Disabilities Act (ADA) standards, install speed cushions, rectangular rapid flashing beacons (RRFB), crosswalks, signal timing improvements, and new signage. The project was identified in the Greater Downtown Stockton Active Transportation Plan, Project No. PW1601, and was included in the 2021-26 Five-Year Capital Improvement Plan (CIP). This project is primarily funded by the Active Transportation Program (ATP) grant.
On February 7, 2023, by Resolution No. 2023-02-07-1216, Council approved the filing of Notice of Exemption No. NOE40-22 under California Environmental Quality Act (CEQA) for the Downtown East-West Connection Improvements project.
On February 9, 2023, the National Environmental Protection Act (NEPA) Categorical Exclusion was approved by Caltrans.
On January 15, 2026, the City received nine bids for this project. It is recommended that Council award a Construction Contract to the lowest responsible bidder, Rapid Services, LLC dba Rapid Grading Services (Rapid Grading Services), in the amount of $1,385,000. It is also recommended that Council adopt a resolution approving the plans and specifications for the project. Construction is anticipated to be completed by winter 2026, weather permitting.
DISCUSSION
Background
Federal and State ATP funds are available for projects that encourage increased use of active modes of transportation such as walking and bicycling. In 2020, Public Works submitted the Downtown East-West Connection Improvements grant application for the ATP Cycle 5 program. The project was awarded $1,799,000 in Regional ATP funds. Measure K and Public Facility Fee - Air Quality funds were used for the required local match. The project was identified in the Greater Downtown Stockton ATP, Project No. PW1601, and was included in the 2021-26 Five-Year CIP.
The project will restripe the roadway to add bicycle facilities, upgrade sidewalk corners to ADA standards, install speed cushions, RRFB, crosswalks, signal timing improvements, and new signage along the following corridors:
• Park Street and Oak Street between Pershing Avenue on the west and Wilson Way;
• Fremont Street between El Dorado Street and Sierra Nevada Street;
• Pilgrim Street between Fremont Street and Park Street;
• Yosemite Street between Oak Street and Rose Street; and
• Pershing Avenue between Fremont Street and Park Street.
These projects are located in Council Districts 4 and 5.

On February 9, 2023, the NEPA Categorical Exclusion was approved by Caltrans.
On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA). The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date. On July 16, 2019, by Motion No. 2019-07-16-1403, Council extended the CWTA term to August 25, 2024. On August 20, 2024, by Motion No. 2024-08-20-1203, Council extended the CWTA term to August 25, 2029. The CWTA was not applied to this project as federal regulations prohibit the use of such agreements.
Present Situation
On December 16, 2025, the Downtown East-West Connection Improvements, Project No. WT22050/Federal Project No. ATPL-5008(199), was advertised for bids.
On January 15, 2026, nine bids were received with the following results:

Federal and State funding programs prohibit the use of Stockton Municipal Code (SMC) section 3.68.090, Local Business Preference, and Local Employment Ordinance, SMC section 3.68.095.
The bid from Rapid Grading Services is the lowest responsible bidder and has the proper license to perform the work. It is recommended that Council approve the plans and specifications, and award a Construction Contract to Rapid Grading Services of Hayward, CA, for the Downtown East-West Connection Improvements, Project No. WT22050/Federal Project No. ATPL-5008(199). Construction is anticipated to be completed by winter 2026, weather permitting.
FINANCIAL SUMMARY
The Downtown East-West Connection Improvements, Project No. WT22050/Federal Project No. ATPL-5008(199), has sufficient budget to award a Construction Contract to Rapid Grading Services in the amount of $1,385,000.
