It is recommended that City Council discuss and consider the removal of Gurneel Boparai from the Planning Commission and if removed approve the appointment of Pandora Crowder.

Summary
At the April 29, 2025, City Council Meeting, Councilmember Villapudua requested that an item removing Gurneel Boparai from the Planning Commission be agendized. The request was approved by majority vote of the Council in accordance with Council Policy 3.04. If the Council now approves the removal of Commissioner Boparai from the Planning Commission by majority vote, it is asked that they also approve the appointment of Pandora Crowder to the Planning Commission.
DISCUSSION
Background
During the City Council Meeting on April 29, 2025, Councilmember Villapudua requested that an item removing Gurneel Boparai from the Planning Commission be agendized at the first Council meeting in May. Council Policy 3.04 (attached) permits the City Council to remove any member of a Commission for any reason including, but not limited to, conduct unbecoming a public official, violating the City’s conflict of interest ordinance or failing to comply with statutory requirements.
The policy further states that conduct unbecoming a public official includes the kind of conduct that any reasonable commissioner would know is incompatible or inimical to public services, would indicate a lack of fitness to perform the functions of a commissioner or would discredit or cause embarrassment to the City.
Present Situation
Currently, Gurneel Boparai is serving on the Planning Commission. The Office of the City Clerk notified Gurneel Boparai that this item will be heard at the Council Meeting scheduled for May 13, 2025. Following tonight’s discussion, should Gurneel Boparai be removed from the Planning Commission, Councilmember Villapudua has selected Pandora Crowder to fill the vacancy pending ratification by the City Council. Council Policy 3.02 pertaining to appointments to the Planning Commission states that where a vacancy occurs the Councilmember from that District shall make the appointment subject to Council approval.
FINANCIAL SUMMARY
There is no financial impact to the city by taking these actions.
