Summary
 
The California Political Reform Act, administered through the Fair Political Practices Commission (FPPC), requires local officials, employees, candidates, and consultants designated in a conflict of interest code to disclose certain economic interests if they make or participate in making   governmental decisions that could affect their personal economic interests. Every state and local government agency is required to adopt a unique conflict of interest code.
The code lists each position within the agency and requires persons holding those positions to file a Form 700 disclosing certain personal economic interests as determined by the code's "disclosure categories."  Members are to complete a statement when assuming their position, annually, and when leaving office.  In addition, individuals of newly created positions or bodies of an agency, not yet covered under the conflict of interest code must also file a Form 700, if the individual serves in a position that makes or participates in making government decisions.
Officials who hold a position specified in Government Code Section 87200 do not file under the conflict of interest code, but under the broadest disclosure category as set by the Code.
 
Statements filed after April 1, 2014 will be subject to a late fine of $10 per day, per position, for each day the statement is late, up to $100 pursuant to Government Code Section 91013. Non-compliance will merit further enforcement action which may include removal from the Board or Commission.
