RECOMMENDATION

 

It is recommended that the City Council adopt a resolution establishing a new unclassified/represented position of Quality Assurance-Quality Control (QA/QC) Officer for the Stockton Municipal Utilities Department (MUD) and assign the salary range.

Summary

 

City Council is being asked to establish the proposed new single-incumbent classification titled QA/QC Officer and the proposed salary range. This position allocation was submitted and approved by City Council in the FY 2023-24 Adopted Annual Budget and will be incorporated into the budget for FY 2024-25.

 

DISCUSSION

 

Background

 

MUD requested that Human Resources (HR) create a new QA/QC Officer classification and recommend an appropriate pay structure. Establishing a new QA/QC Officer position will assist MUD with hiring a well-qualified employee to oversee the Laboratory section’s adherence to the new standards adopted by the State Water Resources Control Board. The NELAC Institute (TNI) requires that this quality manager serve as the focal point for QA/QC as follows:

 

                     Ensure QA oversight functions are independent from daily laboratory operations

                     Evaluate data objectively and perform assessments without outside influence

                     Arrange for or conduct internal audits annually

                     Notify laboratory management of deficiencies in the quality system and monitor corrective actions

 

Classification

 

The proposed new QA/QC Officer classification is a single-incumbent position that will reside within the Municipal Utilities Department’s (MUD) Laboratory section of the Wastewater Utility division and will report to the Deputy MUD Director of Wastewater. If approved, the QA/QC Officer classification will be excluded from the Civil Service system and placed in the Water Supervisory/MUD bargaining unit. In addition, the classification will be exempt under the Fair Labor Standards Act.    

 

Salary

 

HR staff completed an external market survey as well as an internal equity evaluation. Based on analysis of the information collected, staff recommends the following base annual salary by step as documented below:
