RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Appropriate funds in the amount of $487,000 from Federal Funding to the Feather River Drive and Driftwood Place Roundabout Installation, Project No. WT25055/Federal Project No. CML-5008(224).

 

2.                     Transfer funds in the amount of $67,000 from the Traffic Signal Modification, Project No. WT15029, to the Feather River Drive and Driftwood Place Roundabout Installation, Project No. WT25055/Federal Project No. CML-5008(224).

 

3.                     Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.

 

4.                     Award a Professional Services Contract to Siegfried Engineering, Inc. of Stockton, CA, in the amount of $361,772, for design of the Feather River Drive and Driftwood Place Roundabout Installation, Project No. WT25055/Federal Project No. CML-5008(224).

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Feather River Drive and Driftwood Place Roundabout Installation project is funded by the federal Carbon Reduction Program and the Congestion Mitigation and Air Quality Program (CRP/CMAQ).  The CRP/CMAQ Programs help fund transportation projects or programs that contribute to the attainment or maintenance of National Ambient Air Quality Standards (NAAQS).  The project will install a roundabout, Americans with Disabilities Act (ADA) standard ramps, interconnected Pan-Tilt Zoom (PTZ) camera, rectangular rapid flashing beacons (RRFB), signage, fiber optic connections, roadway resurfacing, and lighting enhancements.  Additionally, a Class II bicycle lane will be installed along Driftwood Place to Riverbrook Drive (Attachment A).  The project was included in the 2026-31 Five-Year Capital Improvement Plan (CIP).

 

On October 6, 2025, the City advertised a Request for Proposals (RFP) for design of the Feather River Drive and Driftwood Place Roundabout Installation, Project No. WT25055/Federal Project No. CML-5008(224). On October 29, 2026, one firm submitted a proposal for this project.

 

On November 5, 2025, staff readvertised the Feather River Drive and Driftwood Place Roundabout Installation, Project No. WT25055/Federal Project No. CML-5008(224).  On November 26, 2026, one firm submitted a proposal for this project. The Selection Committee evaluated the proposal and found Siegfried Engineering, Inc. to be qualified for this project.  Caltrans approved a Public Interest Finding (PIF) to move forward with awarding a Professional Services Contract to Siegfried Engineering, Inc., the sole proposer on the project.

 

It is recommended that Council adopt a resolution appropriating and transferring funds and authorizing the City Manager to execute a Professional Services Contract in the amount of $361,772 with Siegfried Engineering, Inc.  It is anticipated that the design will be completed by summer 2027.

 

DISCUSSION

 

Background

 

The CRP/CMAQ Programs are federal programs that help fund transportation projects or programs that contribute to the attainment or maintenance of NAAQS.  In 2024, the City applied for CRP/CMAQ funds to convert the Feather River Drive and Driftwood Place three-way stop-controlled T-intersection into a single-lane roundabout. The CRP/CMAQ funding application in the total amount of $3,289,000 for design, construction, and administration was approved and the project was included in the 2026-31 Five-Year CIP.

 

The project will install a roundabout, ADA standard ramps, interconnected PTZ camera, RRFB, signage, fiber optic connections, roadway resurfacing, and lighting enhancements.  Additionally, a Class II bicycle lane will be installed along Driftwood Place to Riverbrook Drive to increase bicycle connectivity (Attachment A).  Staff requested Caltrans’ approval to proceed with design of the Feather River Drive and Driftwood Place Roundabout Installation Project No. WT25055/Federal Project No. CML-5008(224).  Caltrans authorized the City to proceed with design and has allocated $487,000 in federal funds for the project’s design phase. The City’s required local match is $67,000, bringing the total federal and local funding for design, administration, and contingency to $554,000.  Public outreach for the project will be performed during the design of the project.

 

Present Situation

 

On October 6, 2025, the City advertised an RFP for design of the Feather River Drive and Driftwood Place Roundabout Installation, Project No. WT25055/Federal Project No. CML-5008(224).  On October 29, 2026, one firm submitted a proposal for this project.

 

On November 5, 2025, staff re-advertised the Feather River Drive and Driftwood Place Roundabout Installation, Project No. WT25055/Federal Project No. CML-5008(224).  On November 26, 2026, one firm submitted a proposal for this project.  Staff reached out to firms who did not respond.  The firms noted that other workload commitments, lack of expertise with roundabouts, or the type of work was not in their strategic market.

 

The Selection Committee evaluated the proposal based on the firm’s understanding of work, experience with similar kinds of projects, staff qualifications and technical ability, project approach, and familiarity with federal transportation funding procedures.

 

Staff determined Siegfried Engineering, Inc. to be qualified for this project. Staff negotiated a fee in the amount of $361,772 with Siegfried Engineering, Inc. for design services.  The fee is approximately 14 percent of the total estimated cost, which is reasonable for a project of this type and complexity.  Caltrans requires a PIF when only one proposal is received for solicitation.  In February 2026, Caltrans approved a PIF, allowing the City to award a Professional Services Contract for Plans, Specifications and Estimate to Siegfried Engineering, Inc., the sole proposer on the project.

 

It is recommended that Council adopt a resolution appropriating and transferring funds and authorizing the City Manager to execute a Professional Services Contract in the amount of $361,772 with Siegfried Engineering, Inc. for design of the Feather River Drive and Driftwood Place Roundabout Installation, Project No. WT25055/Federal Project No. CML-5008(224). It is anticipated that the design will be completed by summer 2027.

 

Findings

 

Pursuant to Stockton Municipal Code (SMC) section 3.68.070, Council may approve findings which support an exception to the competitive bidding process. These findings include:

 

1.                     The City does not have sufficient staff resources to design this project.

 

2.                     The scope of design services requires an engineering firm experienced in the design of roundabouts.

 

3.                     Use of the RFP process is appropriate for this Professional Services Contract because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor. Use of the criteria helps ensure selection of a vendor that will provide the highest quality professional service, which is in the public interest.

 

4.                     The City negotiated a contract following solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.

 

Financial Summary

 

With the appropriation and transfer of funds to the Feather River Drive and Driftwood Place Roundabout Installation, Project No. WT25055/Federal Project No. CML-5008(224), there will be sufficient funding to award a Professional Services Contract to Siegfried Engineering, Inc., in the amount of $361,772, for the project.
