ADOPT A RESOLUTION TO ACCEPT $4.5M PROPOSITION 64 PUBLIC HEALTH AND SAFETY GRANT PROGRAM COHORT 4 AWARD

RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Accept a $4,500,000 grant award from the California Board of State and Community Corrections (BSCC) under the Proposition 64 Public Health and Safety Grant Program, Cohort 4, for the Stockton Cannabis Public Safety & Prevention Project;
2. Authorize the City Manager to execute Grant Agreement No. BSCC 1473-26 and any related documents necessary to administer the grant; and
3. Authorize the City Manager to appropriate $4,500,000 in grant revenues and expenditures.
It is also recommended that the City Manager be authorized to take any appropriate and necessary actions to carry out the purpose and intent of the resolution.

Summary
The California Board of State and Community Corrections has awarded the City of Stockton $4.5 million through the Proposition 64 Public Health and Safety Grant Program, Cohort 4.
The funding will support the Stockton Cannabis Public Safety & Prevention Project, a coordinated effort focused on enhanced enforcement of illegal cannabis activity and marijuana-impaired driving, nuisance abatement, and youth prevention and early intervention programming.
The grant term began July 1, 2026, and extends through December 31, 2031.
DISCUSSION
Background
Proposition 64, approved by California voters in 2016, legalized adult-use cannabis and established a framework for allocating cannabis tax revenues to address impacts associated with legalization. The Board of State and Community Corrections administers the Proposition 64 Public Health and Safety Grant Program to provide funding to eligible local governments for law enforcement, youth prevention and intervention, public health, and other activities addressing these impacts.
The City submitted an application for Cohort 4 funding on March 30, 2026, requesting $4.5 million for the Stockton Cannabis Public Safety & Prevention Project. The application was developed in coordination with the Stockton Police Department, Code Enforcement, Office of Violence Prevention, and Community Services Department.
Present Situation
The City has been awarded the full $4.5 million requested. The project will be implemented primarily by the Stockton Police Department and Community Services Department & Office of Violence Prevention, with support from the City Manager's Office and Administrative Services. Grant funding will support:
• Dedicated personnel and proactive enforcement operations targeting marijuana-impaired driving, illegal cannabis cultivation, distribution, and sales, and related public safety issues;
• Enforcement vehicles, surveillance and investigative equipment, field technology, and other equipment to support investigations and evidence collection;
• Coordination between the Police Department and Code Enforcement to address illegal cannabis operations and nuisance properties;
• Youth prevention and early intervention programming through the Launch Pad Youth Development Initiative, including cannabis education, mentorship, life skills, and cognitive behavioral skill-building; and
• Community-based youth prevention and intervention services through a competitive procurement process.
Of the $4.5 million award, approximately $3.45 million is dedicated to Public Safety/Enforcement activities, with approximately $1.05 million supporting youth development, prevention, and intervention activities.
The grant project period runs from July 1, 2026, through June 30, 2031. The agreement extends through December 31, 2031, to allow completion of the required final evaluation and compliance audit.
Approval of the recommended actions will allow the City to execute the grant agreement and proceed with implementation of the approved project.
FINANCIAL SUMMARY
The total grant award is $4,500,000. Grant funds will reimburse the City for eligible project expenses in accordance with the approved budget and grant agreement.
The City will submit invoices to BSCC quarterly in arrears based on actual eligible expenditures. An appropriation of $4,500,000 in grant revenues and expenditures is necessary in the City Manager’s Special Grants Fund - Reimbursement, General Administration Division.
