RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.

 

2.                     Authorize a five-year contract with a not-to-exceed amount of $500,000 with Huber Technology Inc. of Denver, NC, for materials, on-call repair, and maintenance services (Exhibit 1 to the Resolution).

 

It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department (MUD) includes the Water, Wastewater, and Stormwater utilities that are supported by user fees and regulated for the protection of public health and the environment. The Wastewater Utility operates the Regional Wastewater Control Facility (RWCF), which is an advanced tertiary wastewater treatment plant with a 55 million gallons per day capacity located next to the San Joaquin River.

 

The MUD staff operate and maintain equipment used in wastewater treatment including a multi-rake rotating bar screen used to remove floating debris in the Headworks facility. The new Rakemax system, manufactured by Huber Technology Inc., was installed as part of the RWCF Modifications Project and requires routine maintenance, parts and repair to work properly.

 

If approved by the City Council, this action will authorize a five-year contract with a not-to-exceed amount of $500,000 with Huber Technology Inc. of Denver, NC, for materials, on-call repair, and maintenance services (Exhibit 1 to the Resolution).

 

DISCUSSION

 

Background

 

During the RWCF Modifications Project, the Rakemax system was selected and installed to screen out debris in wastewater influent. The Rakemax system is a rotating bar screen that collects floating debris and prepares the debris for disposal. The Rakemax system is a proprietary brand that requires Huber Technology parts and certified services to maintain proper operation. Consequently, Huber Technology Inc. is the sole available source for parts and certified service. Following the installation of the system, MUD Maintenance staff were assigned the responsibility of overseeing the maintenance of the system.

 

Present Situation

 

The Rakemax system requires routine maintenance, parts and repair to work properly. The proposed contract with Huber Technology Inc. includes materials and services to ensure the system is properly maintained.

 

If approved by the City Council, this action will authorize a five-year contract with Huber Technology Inc. for a not-to-exceed amount of $500,000.

 

Findings

 

According to the Stockton Municipal Code (SMC) section 3.68.070, the City Council may approve findings which support and justify an exception to the competitive bidding process. The following findings support and justify an exception:

 

1.                     Huber Technology Inc. is the only source for Rakemax parts and repair services in the United States. Service repairs and parts are a standard maintenance practice required to preserve system operations and screening of wastewater influent.

 

2.                     The Rakemax system was installed during the RWCF Modifications Project.

 

3.                     The Rakemax system requires the use of original manufacturer parts and service for proper operation and lowest life-cycle cost. The use of any parts and services not supplied by Huber Technology Inc. cancels the existing warranty.

 

4.                     The continued maintenance and repair of the Rakemax system is more cost-effective than replacing it with an alternative system and, therefore, best serves public interest.

 

FINANCIAL SUMMARY

 

There are sufficient funds in the Wastewater Maintenance Division accounts 6512-000-630013-610-000-00-65-000-000 and 6512-000-650001-610-000-00-65-000-00 to cover parts, repair, and maintenance services for FY 2025-26. Funding for the remaining contract term will be budgeted in the same accounts, and subject to City Council approval during the annual budget process.

 

This action has no impact on the General Fund or any other unrestricted funds.
